Gyeonggi suspends 90 housing builders for three months over registration failures

Gyeonggi Province has ordered three-month business suspensions for 90 registered housing construction and land-development companies that failed to maintain the registration standards required of them, according to a notice published in the Official Gazette (Gwanbo) No. 21344 of 21 October 2026. The disposition, issued as Gyeonggi Provincial Gazette No. 2026-268 and signed by the Governor of Gyeonggi Province, runs from 21 October 2026 to 20 January 2027 for 88 of the 90 companies listed. The notice states that the operators were sanctioned under Article 8 of the Housing Act and Article 18 of its Enforcement Decree.

The companies affected are all 주택건설(대지조성)사업자 — housing construction and land-development business operators — registered with the Korea Housing Construction Association. Every entry in the annex carries the same finding: 등록기준 미달, meaning the operator no longer meets the registration standards, in violation of Article 4(2) of the Housing Act and Articles 14(3) and 18(1) of the Enforcement Decree, together with Annex 1, Item 2, Sub-item (na), No. 1. The sanction applied in each case is a suspension of business for three months.

Registration standards, not construction defects

The gazette does not allege defective building work, unpaid subcontractors or consumer complaints. The single ground cited for all 90 operators is the failure to keep the registration standards that condition their licence to operate as housing builders, and the annex annotates each entry with the specific standard at issue.

  • Entries 1 to 44 are marked (사무실) — the office and premises standard.
  • Entries 45 to 88 are marked (기술인) — the technical personnel standard.
  • Entries 89 and 90 are marked (사무실) and additionally cite Annex 1, Item 1, Sub-item (da), No. 2, Item (ba).

A suspension concentrated in the western and southern cities

The list is dominated by companies based in Gyeonggi’s western and southern urban belts, with the largest clusters in Bucheon and Yongin.

  • Bucheon: 13 companies, including Baekrim D&C (백림디앤씨), MS General Construction (엠에스종합건설), Hosan (호산), Woosung Housing (우성주택) and Haedeun General Construction (해든종합건설).
  • Yongin: 11 companies, including DS Holdings (디에스홀딩스), Pleus (플레우스), Dongbo Development (동보개발) and Hwasun Development (화순개발).
  • Paju: 8 companies, including Seyong Life Construction (세용라이프건설), Baro Jieum (바로지음) and J&D Holdings (제이앤디홀딩스).
  • Pyeongtaek: 7 companies; Hwaseong, Ansan, Namyangju and Gimpo: 6 each; Seongnam: 5; Suwon: 3.
  • Smaller numbers are spread across Anyang, Siheung, Gunpo, Hanam, Goyang, Uijeongbu, Gapyeong, Gwacheon, Gwangmyeong, Uiwang, Icheon and Dongducheon.

Among the larger names on the list are Haenam General Construction (해냄종합건설) of Gapyeong, Situs (시투스) of Gwacheon, Taeil Construction (태일건설) of Gwangmyeong, Jeongrim General Construction (정림종합건설) of Gunpo, Hands (핸즈) and LSH Development (엘에스에이치개발) of Gimpo, and Seoul General Construction (서울종합건설) of Siheung.

Two shorter suspensions and the right to appeal

Two operators received a shorter penalty. Junwoo Create (준우크리에이트), registered under number Gyeonggi-Housing 2021-0348 in Paju, and Shinil Construction (신일건축), registered as Gyeonggi-Housing 2016-0074 in Uijeongbu, are suspended for 1.5 months, from 21 October to 5 December 2026, on the additional ground cited above.

The notice sets out the remedies available to the companies. An administrative appeal may be filed within 90 days of the date the operator learned of the disposition, or within 180 days of the date it was made, under Article 27 of the Administrative Appeals Act. Judicial review may be sought within 90 days of learning of the disposition, or within one year of its date, under Article 20 of the Administrative Litigation Act.

The practical effect is a three-month halt to commercial activity for a broad slice of Gyeonggi’s small and mid-sized housing builders, most of them registered between 2014 and 2025 and operating from single offices or shared buildings. For buyers, contractors and subcontractors dealing with any of the 90 firms, the gazette notice is the reference document confirming that the company cannot lawfully carry on business until 20 January 2027, or 5 December 2026 in the two shorter cases.
