Granada declara Santa Adela área de regeneración urbana y renovará 150 viviendas

The Local Government Board of the Granada City Council approved on September 25, 2026, the delimitation of execution unit 4 (Intervention Area 2.1 “Avda. de Dílar” of the PERI ATM-2 “Santa Adela”) as an urban regeneration and renewal area. The agreement, processed under file 2026/28714W, is published in the Official Gazette of the Province of Granada No. 194, dated October 7, 2026, with reference BOP-GRA-2026-194016, and submits the file for public review.

The action is supported by Article 38 of Law 5/2025, of December 16, on Housing of Andalusia, and by Royal Decree 326/2026, of April 22, which regulates the State Housing Plan 2026-2030. The scope had already been delimited by municipal planning: the Special Interior Reform Plan ATM-2 “Santa Adela” was definitively approved on December 21, 2004 (BOP No. 102, of June 1, 2005) and a modification of the General Plan was approved on March 27, 2015 (BOP No. 156, of August 17, 2015). The area also appears in the Municipal Housing and Land Plan, approved by agreement No. 354 of the Local Government Board on March 16, 2012.

According to the file, units 1.1, 1.2, and 1.3 of the “Santa Adela” Intervention Area have already been executed, and units 2.1 and 2.2 (Intervention Area “Avda. de Dílar”) remain pending, in addition to those called Jarama and Cataluña, which will be developed through rehabilitation.

A unit with 150 homes and 6 commercial premises

The proposed unit includes:

  • 150 homes.
  • 6 commercial premises.

The agreement initially approves the delimitation, submits the file for public review, and mandates requesting a report from the Ministry of Housing of the Regional Government of Andalusia. It also orders the inclusion of the necessary allocations in the municipal budgets and the initiation of work to formalize the request, including the drafting of the required documents. The preparation of the work will be carried out by the own means of the Granada City Council, which acts as the promoter of the action.

Seismic vulnerability following the August 2026 series

The file justifies the replacement—demolition and reconstruction—due to the condition of the buildings, constructed in the 1950s without seismic-resistant regulations. The reports describe:

  • Load-bearing walls of 40-50 cm with in situ concrete slabs without perimeter tie beams.
  • Continuous foundations without integral seismic-resistant slabs.
  • Modified ground floors with isolated pillars or metal beams, with a risk of “soft story” (weak ground floor).
  • Risk of “pounding effect” between adjacent buildings of different height or rigidity.

The text indicates that the seismic series of August 2026, with earthquakes of magnitudes up to 4.8, aggravated the situation, and that the Zaidín suffers from seismic amplification due to site effects, as it is situated on clays and soft sediments from the Genil and Monachil rivers. Granada presents basic acceleration values of 0.23g to 0.24g according to the NCSE-02. The area is included in the Andalusian Regional Strategy for Social Cohesion and Inclusion (ERACIS) and in the Local Inclusion Plan for Disadvantaged Areas (PLIZD), approved by agreement no. 1170 of the Local Government Board on November 5, 2018.

Public information and allegations

The edict submits the file for public information for a period of 20 days from the day following its publication in the Official Provincial Gazette, the local press, and the notice board, in compliance with article 25 of Legislative Royal Decree 7/2015. The agreement of the Local Government Board, on the other hand, provided for a period of one month. The file is available for review at the Sub-directorate of Management, in the Gran Capitán Cultural Center, C/ Gran Capitán no. 22. The announcement serves as notification to unknown owners and interested parties, pursuant to article 44 of Law 39/2015. The edict is signed by the delegated councilor for Urban Planning, Public Works, and Licenses, Enrique M. Catalina Carmona.

The declaration opens the way for residents of the Zaidín neighborhood to have their homes rebuilt instead of repaired, as the City Council considers the cost of a deep rehabilitation disproportionate compared to that of a new building. The allegations period is the only formal opportunity for affected neighbors and owners to intervene before the delimitation becomes final and state and regional funds are requested.
