The Department of Governance, Digital Administration and Self-Government has called fifteen selective access processes for the general administration bodies and scales of the Basque Government, for a total of 367 positions. The call was approved by the Order of September 21, signed by Minister María Ubarrechena Cid, and was published in BOPV No. 195 on October 13, 2026, with official reference 2026/4202. The application period will begin on October 14, 2026, and will end on November 10 at 14:00.

Call for the implementation of the 2023-2025 employment offers

The call implements the public employment offers approved by the Governing Council of the Basque Government on December 13, 2023, December 17, 2024, and December 16, 2025. The processes will be guided by the general bases established by the Order of April 23, 2026, and have been approved under the regulation of Ley 11/2022 on Basque Public Employment and Decreto 317/2024. The selection system will be a competitive examination (lehiaketa-oposizioa): the examination phase will provide a maximum of 100 points and the competitive merit phase 45.

The distribution of positions is as follows:

Cuerpo Superior Facultativo. Escala de Economía y Empresa: 49 positions.
Cuerpo Superior Facultativo. Escala de Recursos Humanos y Formación: 3 positions.
Cuerpo Superior Facultativo. Escala de Sistemas de Información: 15 positions.
Cuerpo Superior Facultativo. Escala de Edificación, Urbanismo y Ordenación del Territorio: 10 positions.
Cuerpo Superior Facultativo. Escala de Estadística y Análisis de Datos: 12 positions.
Cuerpo Superior Facultativo. Escala Industrial: 11 positions.
Cuerpo Superior Facultativo. Escala Jurídica: 85 positions.
Cuerpo Superior Facultativo. Escala Naval: 1 position.
Técnico/Técnica en materia de igualdad entre mujeres y hombres of the Administration Scale of the Cuerpo Superior de Administración: 15 positions.
Cuerpo de Gestión Administrativa. Escala de Gestión Administrativa: 48 positions.
Cuerpo Técnico. Escala de Infraestructuras: 2 positions.
Cuerpo Técnico. Escala de Edificación, Urbanismo y Ordenación del Territorio: 5 positions.
Cuerpo Técnico. Escala Industrial: 4 positions.

Merit scale and specific conditions

The registration fee is 20.68 euros for all bodies. In the competitive phase, service is worth 0.45 points per month, up to a maximum of 27 points, combining work periods from the last ten years; qualifications, on the other hand, provide a maximum of 18 points, with 10.80 points for each official master’s degree and 7.2 points for each degree, license, diploma, or engineering degree. Experience may be claimed for only one body and scale.

Some positions may have specific conditions:

Negative certificate regarding violence against children and adolescents, according to article 57.1 of Organic Law 8/2021.
600 hours of training for high-level functions in occupational risk prevention or the title of qualified technician in three specialties.
Driving license B.
A postgraduate degree from a university or public administration of at least 250 hours, regarding web content management and internet marketing.
C1 level in English, French, or German, according to the equivalence tables of Decree 117/2015 and Royal Decree 1041/2017.
Three years of experience managing SAP projects in public administrations, within the Information Systems Scale.

Priority for women and language profiles

The positive action clause to break inequality according to article 21.1.a) of Legislative Decree 1/2023 will be applied in four scales due to the underrepresentation of women: Industrial Scale of the Superior Facultative Body, Industrial Scale of the Technical Body, Naval Scale of the Superior Facultative Body, and Infrastructure Scale of the Technical Body. It will not be applied in the remaining scales.

Regarding language profiles, most positions require language profile 3 or 4, and some have no Basque language requirement. Within the Information Systems Scale, for example, 11 out of 15 positions have profile 3 and 4 have no requirements. Access qualifications are also specified for each scale: Pedagogy and Psychology are accepted within the Human Resources and Training Scale, and software development, databases, computer science, computer engineering, telecommunications engineering, electronics, and artificial intelligence, among others, within the Information Systems Scale.

Application period and appeals

Applications may be submitted from October 14 to November 10, 2026, at 2:00 PM. The order exhausts the administrative route, and interested parties may file an appeal for reconsideration before the minister within one month, or a contentious-administrative appeal within two months. The order shall enter into force on the day following its publication.

This call affects thousands of candidates and is a major step in renewing and strengthening the general administration staff of the Basque Government. The largest number of positions are in the legal field, general administration, and administrative management, which shows that the call touches the entire structure of the public service, not just one area. For interested parties, the deadline is tight and verifying the specific conditions carefully will be essential for the application to be valid.
