Gel pour six mois des avoirs de Karim Mohamed Aggad en France

The Ministry of the Interior and the Ministry of Economy, Finance and Industrial, Energy and Digital Sovereignty have ordered the freezing of the funds and economic resources of Mr. Karim MOHAMED AGGAD, born on July 8, 1990, in Wissembourg (67). The decision is detailed in a decree dated October 1, 2026, published in the Official Journal of the French Republic No. 0234 on October 7, 2026, under the reference NOR: ECOT2625776A. The measure is in effect for a period of six months from the date of this publication.

The text is adopted in application of the monetary and financial code, specifically articles L. 562-2 et seq., which establish the national asset-freezing regime. This mechanism allows the government to freeze, without requiring an international resolution, the funds of a natural or legal person provided that the measure is justified by the fight against the financing of terrorism or proliferation. It is directly binding on financial institutions and intermediaries subject to the monetary and financial code.

What the freeze covers

The decree does not only target the personal assets of the individual concerned. It extends the measure to all funds and economic resources that:

  • belong to, are owned, held, or controlled by Mr. Karim MOHAMED AGGAD;
  • belong to, are owned, held, or controlled by legal persons or any other entity themselves owned or controlled by him;
  • belong to, are owned, held, or controlled by entities acting knowingly on his behalf or on his instructions.

Prohibition of availability

The direct or indirect provision, as well as the use of funds or economic resources for the benefit of this person and the entities they control, hold, or which act knowingly on their behalf, are prohibited for the same period of six months. Financial operators must therefore ensure that no payment, transfer, or economic service benefits the individual concerned or the targeted structures.

Appeals and deadlines

The decree specifies the procedures for contestation, which are open within two months of its notification:

  • an informal appeal addressed to the Minister of the Interior, Directorate of Public Liberties and Legal Affairs, Place Beauvau, 75800 Paris Cedex 08, or to the Minister of Economy, Finance and Industrial, Energy and Digital Sovereignty, 139, rue de Bercy, 75572 Paris Cedex 12, teledoc 233, liste-nationale@dgtresor.gouv.fr;
  • a contentious appeal before the Administrative Court of Paris, 7, rue de Jouy, 75181 Paris Cedex 04.

A recurring administrative practice

This decree is part of a series of similar decisions published in the Official Journal in recent weeks. Measures of the same nature, with an identical duration of six months, have notably targeted Mr. Abdullah OZLU and Mr. Shahin HAZAMY (decrees of August 5, 2026), Mr. Saad JOUINI, Mr. Serhat ELMA, and Ms. Ahlem FAKIH (decrees of September 9, 2026), as well as Mr. Mouloud BOUZIDI and Mr. Mohammed MOHAMED AL HASHEM (decrees of September 24, 2026). The wording of the texts is standardized, with only the identity of the targeted person and their date of birth varying.

For readers in the financial sector, the decree of October 1, 2026, creates an immediate obligation of vigilance: all assets held on behalf of Mr. Karim MOHAMED AGGAD or related entities must be frozen, and no funds may be made available for six months starting from October 7, 2026, subject to the sanctions provided for by the monetary and financial code.
