Galicia registers the new agreement for special employment centers

The Official Gazette of Galicia (DOG) publishes in issue 164, Monday, August 31, 2026, the resolution of the General Secretariat for Employment and Labor Relations providing for the deposit and registration in the Registry and deposit of collective agreements, collective labor agreements, and equality plans of the Galician collective agreement for special employment centers (code 82000775012003). The text, signed by the general secretary Susana Pérez Iglesias on August 5, 2026, also orders its publication in the official bulletin.
The agreement is the result of a pact between the employers’ association Cegasal (Galician Business Association of Special Employment Centers) and the unions UGT-Public Services of Galicia and the CC.OO. Education Federation of Galicia. The registration request entered the registry on August 4, 2026, and the resolution is based on the competencies attributed to the secretariat by Decree 147/2024, of May 20, and the procedure regulated in article 8 of Royal Decree 713/2010, of May 28.
Scope and validity
The agreement regulates the labor relations of all workers, whether they have a disability or not, who provide services for hire in recognized special employment centers in Galicia. Three types of centers are distinguished:
- Social initiative and collective entrepreneurship centers, non-profit, which reinvest profits into socio-labor integration.
- Non-social initiative centers whose activity is not regulated by a sectoral agreement, which will apply this agreement or the company agreement if it is more beneficial.
- Non-social initiative centers with a sectoral or company agreement, which will apply the most beneficial one.
The validity spans from January 1, 2026, to December 31, 2028, with automatic renewal year by year unless denounced one month in advance. The text is adapted to the XV general collective agreement for centers and services for the care of people with disabilities and to Law 1/2026, of April 8, for the comprehensive promotion of the social economy.
Labor conditions and remuneration
The maximum annual working day is set at 1,720 hours, with a weekly average of 38 hours and 30 minutes, and vacations at 33 calendar days (or 25 working days by agreement). Workers aged 55 or older have days of free disposal, which are doubled when the degree of disability is equal to or greater than 65%.
Regarding economic matters, the agreement establishes:
- 2026 Salaries: those in the tables of annexes I and II, with 4% over the last published table.
- 2027 Increase: 4% over the updated 2026 tables.
- 2028 Increase: 4% over the updated 2027 tables.
- Non-consolidatable attendance supplement of €70 quarterly for all categories.
Joint Commission and monitoring
A Joint Commission is established, based in the Galician Council of Labor Relations, composed of up to six representatives from each party, as the body for the interpretation, application, and supervision of the agreement. Its functions include verifying the agreement applicable to each center and reviewing the salary tables. Centers that are not of social initiative have six months from the publication in the DOG to send the supporting documentation (IAE heading, CNAE code, public deed, annual accounts, etc.) to the commission.
The new framework represents a relevant step toward the consolidation of employment for people with disabilities in Galicia, by clarifying the application of sectoral agreements and guaranteeing predictable salary increases until 2028, in a sector that the regulation itself considers a key instrument for socio-labor inclusion.
