Fuenlabrada abre a alegaciones la revisión de sus ordenanzas fiscales para 2027

The Plenary of the Fuenlabrada City Council provisionally approved on September 24, 2026, the modification of nine sections of its tax ordinances for the 2027 fiscal year, including the abolition of the fee for the prevention, firefighting, and rescue service. The agreements are published in the Official Gazette of the Community of Madrid (BOCM) number 233, dated September 30, 2026, under the reference BOCM-20260930-76. The file is available for public inspection for thirty business days for the submission of allegations.

The publication is carried out under article 17.1 of the Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries, which requires provisional agreements for the modification of tax ordinances to be submitted for public information. The complete file can be examined on the notice board of the Fuenlabrada City Council, at the headquarters of the municipal Tax Office, and on the municipal website.

The agreement affects the main local taxes and several fees: the Real Estate Tax (IBI), the Mechanical Traction Vehicle Tax (IVTM), the Economic Activities Tax (IAE), the Tax on Constructions, Installations, and Works (ICIO), tax ordinance no. 16 regulating the TGRD, and the fee for the private use or special exploitation of the local public domain.

Nine provisional agreements

  • Tax Ordinance no. 01, regulating the IBI: modification of section 5 of article 10.
  • Tax Ordinance no. 02, regulating the IVTM: modification of section 2 of article 7bis.
  • Tax Ordinance no. 3, regulating the IAE: inclusion of a new article 14bis.
  • Tax Ordinance no. 4, regulating the ICIO: modification of section 9 of article 11.
  • Tax Ordinance no. 11: abolition of the fee for the prevention, firefighting, and rescue service and repeal of the ordinance regulating it.
  • Tax Ordinance no. 16, regulating the TGRD: modification of section 3 of articles 7bis, 7ter, and 7quater.
  • Tax Ordinance no. 19, regulating the fee for the private use or special exploitation of the local public domain: changes in heading 4 (section 2 and section 4, subheading 2) and in heading 6 (subheadings 1.3, 3.6, and 3.7).

Abolition of the firefighting fee

The abolition of the fee for the prevention, firefighting, and rescue service entails the repeal of tax ordinance no. 11 that regulates it, in its current wording approved by agreement of the Municipal Plenary on December 14, 2012. This is the only one of the nine agreements that completely eliminates a municipal tax figure, while the rest are limited to modifying specific sections of existing ordinances.

Who can file allegations and before whom

  • Those who have a direct interest or are affected by such agreements.
  • Official colleges, official chambers, associations, and other legally constituted entities intended to safeguard professional, economic, or neighborhood interests, when acting in defense of their own.
  • The period is thirty business days from the publication of the announcement.
  • Allegations are to be submitted to the Municipal Plenary.
  • If no claims are submitted, the provisional agreement shall be understood as definitively adopted without the need for a plenary agreement, in accordance with article 17.3 of the state regulation.

The edict was signed in Fuenlabrada on September 28, 2026, by the general secretary of the Plenary, María Rocío Parra Castejón, with the file reference (03/15.718/26). The review affects the quotas that all taxpayers in the municipality must pay in 2027, from property and vehicle owners to companies subject to the IAE (Tax on Economic Activities) and the ICIO (Tax on Construction, Installations, and Works), meaning the allegations process is the only open avenue for those affected before the ordinances are definitively approved.
