Fomento y cinco municipios financian el autobús a Guadalajara con 298.789 euros

The Official Gazette of Castilla-La Mancha publishes this Wednesday the agreement by which the Regional Ministry of Public Works and the town councils of El Casar, Galápagos, Torrejón del Rey, Valdeaveruelo, and Valdenuño Fernández co-finance the bus service connecting these five municipalities with Guadalajara. The agreement, signed in Toledo on October 23, 2026, and disseminated through the Resolution of 10/28/2026, of the General Secretariat, sets a base tender budget of 298,789.68 euros. The operation of the new routes is scheduled for November 25, 2026.

An agreement for deficit lines

The text is based on Decree 315/2007, which regulates the General Registry of Agreements, and Law 14/2005 on the regulation of road passenger transport in Castilla-La Mancha, which grants the Regional Government jurisdiction over transport of a scope greater than municipal. Its publication complies with article 7.1 of said regulation and develops the economic cooperation provided for in article 57 of Law 7/1985 on the Bases of the Local Regime.

The economic report acknowledges that these are deficit lines, in which revenues do not cover costs: the annual operating cost is estimated at 319,647.27 euros, compared to revenues of 120,454.15 euros between March 1, 2025, and February 28, 2026. The annual deficit to be compensated stands at 199,193.12 euros. The procurement file VCM-649 Astra was initiated by a resolution of the General Directorate of Transport and Mobility on September 16, 2026, and the maximum execution period of the contract is 18 months, with no possibility of extension.

Who pays and how much

The Regional Government of Castilla-La Mancha assumes 52.35% of the cost and the five town councils the remainder, with the following maximum annual distribution:

  • Regional Government of Castilla-La Mancha: 52.35%, 104,277.56 euros (item 17040000G/513C/47532).
  • El Casar Town Council: 11.20%, 22,309.64 euros (item 4411 47 202).
  • Galápagos Town Council: 11.20%, 22,309.64 euros (item 4412.223).
  • Torrejón del Rey Town Council: 11.20%, 22,309.64 euros (item 4412.223).
  • Valdeaveruelo Town Council: 11.20%, 22,309.64 euros (item 441.2-450).
  • Valdenuño Fernández Town Council: 2.85%, 5,677.00 euros (item 4411.22300).
  • Total: 199,193.12 euros annually.

The distribution of the tender budget by annual installments leaves 0 euros in 2026, 199,193.12 euros in 2027, and 99,596.56 euros in 2028. Municipal payments must be made before March 1, 2027, and March 1, 2028. If the contract is not formalized, the Regional Ministry will return the contributions within a maximum period of one month.

Eight outbound routes and six return routes

Annex II details the service planned for 2,900 annual trips and 165,146.60 imputed kilometers. There are eight outbound routes, with distances between 43.2 and 61.9 kilometers, and six return routes, between 44.9 and 63.1 kilometers. The buses link Valdenuño Fernández, Mesones, El Casar, Montelar, Las Castillas, Galápagos, Torrejón del Rey, Valdeaveruelo, Sotolargo and, in some trips, Cabanillas del Campo with the capital.

In Guadalajara, stops have been established at the Hospital, the Bus Station, the Renfe Station, and Francisco Aritio street, and the agreement expressly prohibits traffic between stops within the urban center, which will be handled by the city’s urban transport. Monitoring will be the responsibility of a commission composed of a Transport councilor from each city council, the head of the General Directorate of Transport and Mobility, and a technical official, who will meet at least once a year.

The agreement is signed by counselor Ignacio Hernando Serrano and by mayors José Luis González La Mola (El Casar), Guillermo M. Rodríguez Ruano (Galápagos), María Belén Manzano Saguar (Torrejón del Rey), Alberto Cortés Gómez (Valdeaveruelo), and Luis Miguel Rodríguez Espinosa (Valdenuño Fernández).

Impact for residents

The tender comes after years of municipal demands and represents the first joint financing of this nature in the area: five city councils from the Corredor del Henares and La Campiña guadalajareña commit to paying the deficit so that the bus reaches the hospital, the train, and educational centers. The model transfers the role of contracting body to the Junta and leaves only the financial contribution in municipal hands, with a technical commission as the primary mechanism for service control.
