Ferrol announces a specific competition for 11 municipal posts

Purpose and legal framework of the call

The delegated councillor for the area of Finance and Human Resources of the Ferrol City Council, Susana María Sanjurjo Fraga, issued a resolution on 13 August approving the call and the specific rules for the definitive provision, through a specific competition, of various municipal posts. The call was published today, Tuesday 18 August, in the Official Bulletin of the Province of A Coruña (No. 156), under announcement 2026/5397, in the Local Administration section.

The procedure is governed by the General rules regulating specific competitions for the provision of posts in the Ferrol City Council, published in BOP of A Coruña No. 134 of 17 July 2026. The councillor’s delegation was conferred by the agreement of the Local Government Board of 11 December 2023 (BOP No. 241 of 20 December 2023). The applicable legal framework includes Royal Legislative Decree 781/1986 (Article 168), Royal Legislative Decree 5/2015 (Basic Statute of Public Employees), Law 2/2015 on public employment in Galicia and Law 39/2015 on the common administrative procedure.

Posts called

The call covers 11 posts, all reserved for civil servants and assigned to various corps and scales:

• Municipal Lawyer (code 01.05.01): Group A1, Special Administration scale, post supplement 27, monthly remuneration €1,885.19/month. Possible teleworking.
• Head of Heritage Section (02.01.03): Group A1/A2, General Administration, supplement 26, €1,716.70/month. Teleworking.
• Head of Planning and Management Section (04.01.01.01): Group A1/A2, supplement 26, €1,716.70/month. Teleworking.
• Head of Urban Intervention Section (04.01.02.01): Group A1/A2, supplement 26, €1,716.70/month. Teleworking.
• Band Director (07.05.24): Group A1, supplement 26 (part-time at 20%), €227.34/month.
• Head of Intervention Service (08.01.02): Group A1, supplement 29, €2,180.88/month. Teleworking.
• Head of Financial Control Section (08.01.04): Group A1/A2, supplement 26, €1,716.70/month. Teleworking.
• Head of Treasury Section (08.02.02): Group A1/A2, supplement 26, €1,716.70/month. Teleworking.

Requirements and selection procedure

All positions require the Galician language level Celga 4. Applicants must be public employees of any public administration and meet the requirements established in the Job Position List of the City Council on the closing date of the application submission period. The procedure includes the presentation of a report and its oral defence before the Assessment Committee.

The report, for each position applied for, must be between 10 and 20 pages, DIN A4 format, Arial font size 11, 1.5 line spacing, and submitted in PDF. Applicants may apply for one or more positions, provided they meet the requirements for each one, and must submit an independent report for each position, indicating the order of preference.

Calendar and resources

Annex IV of the bases sets out an estimated schedule for the development of the competition:

• First phase: September 2026
• Second phase: October 2026

Against the resolution approving the bases and the call for applications, which exhausts the administrative route, an optional appeal for reconsideration may be filed with the body that approved them, within one month, or an administrative contentious appeal, within two months, both counted from the day following their publication.
