FCC Medio Ambiente registers its packaging collection agreement until 2029

The Provincial Delegation of the Ministry of Economy, Business and Employment in Albacete, of the Regional Government of Castilla-La Mancha, has agreed to enroll and register the new Collective Agreement of the company FCC Medio Ambiente, S.A.U. and its workers for the selective collection of packaging waste in the municipalities of the province of Albacete. The text, with agreement code 02100251012019, is published in the Official Gazette of the Province of Albacete number 113, dated September 28, 2026, within the second Section (Regional Administration), and takes retroactive effect from January 1, 2023, remaining in force until November 15, 2029. The resolution was signed in Albacete on September 11, 2026, by the provincial delegate, Nicolás Merino Azorí.
The agreement is registered under Article 90, paragraphs 2 and 3, of the Workers’ Statute (recast text approved by Royal Legislative Decree 2/2015, of October 23) and Article 8.3 of Royal Decree 713/2010, of May 28, on the Registration and Deposit of Collective Agreements. The regional competence derives from Decree 64/2025, of September 9, regarding the organic structure of the Ministry, and from Chapter II of Decree 99/2013, of November 28, on labor relations. The agreement expressly repeals the previous company agreement and any collective pacts that contradict it.
Scope of Application and Validity
The agreement applies to all workers of FCC Medio Ambiente, S.A.U. assigned to the selective collection service of packaging waste in the municipalities of the province of Albacete, across all professional groups, with the sole exception of those providing services under Senior Management contracts. The signing parties are the company management and the legal representation of the workers at the workplace.
- Entry into force: the day of its signing, with economic effects from January 1, 2023.
- Validity: until November 15, 2029, with automatic termination notice.
- Following the termination notice, the negotiating table must be constituted within one month and negotiations must begin within 30 days.
- The agreement takes application priority over the state sectoral agreement in matters such as base salary, supplements, overtime, schedules, shifts, vacations, and work-life balance.
Staggered Salary Increases
The text establishes a sequence of increases on the salary tables, with one increase already applied and another pending payment until the publication of the agreement.
- 1.5% from September 10, 2023, on the 2022 tables, already applied with no pending arrears.
- 5.5% from November 16, 2025, not yet paid to the staff, which the company must pay after publication.
- 3% from November 16, 2026.
- 3% from November 16, 2027.
- 4% from November 16, 2028.
The attached tables collect the base salary and the annual total per category. For a foreman, the base salary increases from 1,552.75 euros (11/15/2025 to 11/14/2026) to 1,713.21 euros (11/15/2028 to 11/14/2029), with an annual total from 30,982.74 to 34,184.38 euros. A day laborer evolves from 996.92 to 1,099.94 euros in base salary and from 23,202.51 to 25,600.16 euros annually. Overtime is paid at 15 euros.
Working day, vacations and permits
The annual working day is fixed at 1,800 hours throughout the term, with a daily 30-minute snack break for full-time staff. Personnel will be entitled to 30 calendar days of vacation, the schedule of which is agreed upon and posted in the first four months of the year, to be taken between July and September with a maximum of five coinciding workers.
- Nine paid personal days per year.
- Fifteen calendar days for marriage or registration of a domestic partnership.
- Five days for serious accident or illness, hospitalization, or surgical intervention requiring home rest for relatives up to the second degree.
- Two days for the birth of a child or the death of a relative, extendable by two more if travel is required.
- Temporary disability supplement up to 100% of the contribution base for leave due to work accidents and hospitalization.
- Insurance policy of 38,000 euros for death or disability resulting from a work accident.
Joint commission and conflicts
A Joint Mixed Commission is established with one representative from management and another from the legal representation of the workers, which must meet upon written request at least five business days in advance and issue a ruling within a maximum period of seven calendar days. Its resolutions on the interpretation or application of the agreement have the same legal efficacy as the text itself.
The parties adhere to the Labor Arbitration Jury of Castilla-La Mancha and the extrajudicial conflict resolution system as a mandatory prior step to judicial proceedings, and commit to guaranteeing social peace during the term. Regarding disciplinary matters, they refer to the general agreement for the public cleaning, road, irrigation, collection, treatment, and waste disposal sector, with code 99010035011996. The text also incorporates a national-scope equality plan and a protocol against workplace, sexual, and gender-based harassment.
The publication closes a period of uncertainty for the staff of the selective packaging collection service, who now know their remuneration conditions until 2029 and the pending regularization of 5.5% since November 2025. The agreement safeguards the stability of the service throughout the province and establishes a homogeneous framework for working hours, permits, and conflict resolution for a group that provides an essential public service every day of the year.
