Extremadura abre audiencia urgente de las ayudas para atraer nómadas digitales

The General Secretariat for Employment of the Junta de Extremadura has opened the public hearing and information process regarding the draft decree that will establish the regulatory bases for grants to attract and establish digital nomads in the autonomous community, and which will also approve the first call for Programs I and II. The resolution was signed on October 20, 2026, and is published in the Official Gazette of Extremadura (DOE) number 207, corresponding to this Tuesday, October 27, with the official reference 2026062661. The period to examine the text and submit contributions is reduced to eight business days.

A decree with bases and first call in a single text

The regulatory project is titled “Decree establishing the regulatory bases for grants for the attraction and establishment of digital nomads in the Autonomous Community of Extremadura and approving the first call for Programs I and II.” The resolution is based on article 66.3 of Law 1/2002, of February 28, on the Government and Administration of the Autonomous Community of Extremadura.

The text is not limited to establishing the legal framework for the subsidies: it already incorporates the initial call, so that both issues—requirements and distribution of funds—are simultaneously submitted to the scrutiny of interested natural and legal persons. The published resolution does not detail amounts, quantities per applicant, or evaluation criteria; these details must be consulted in the draft deposited in the Transparency Portal.

Eight business days to submit allegations

The period opens the day following the publication of the resolution in the DOE and extends for eight business days, as opposed to the ordinary period of public hearing and information. The enabled channels are:

  • Any of the means provided for in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
  • The email address alejandro.mateos@juntaex.es.
  • The text of the project, available in the Transparency Portal (gobiernoabierto.juntaex.es/transparencia/web/c-eetd).

The resolution was signed in Mérida on October 20, 2026, by the General Secretary for Employment, M.ª José Nevado del Campo.

Urgency, backed by a SEXPE report

The shortening of the process is justified by a report from the Employment Promotion Service of the Extremaduran Public Employment Service (SEXPE), which recognizes “reasons of public interest” to accelerate the processing of the regulatory project and shorten the ordinary period of public hearing and information.

The file also has an immediate precedent: through a resolution of the General Secretariat for Employment dated October 9, 2026, a prior public consultation “and suggestions” was opened for a period of eight calendar days from its publication in the Transparency Portal, in compliance with Article 133 of Law 39/2015. According to the published text, no allegations were presented during that process.

Two programs under the same umbrella

The decree articulates two lines of action, Programs I and II, whose first call for applications is approved jointly with the guidelines. The resolution does not specify the distinct objective of each program, the beneficiary profile, nor the destination of the funds; therefore, the delimitation between the two will be established in the text submitted for public information.

The body promoting the regulation and managing the policy is clear: the SEXPE, through the Employment Promotion Service, which depends on the Department competent in employment matters of the Junta de Extremadura.

The decree will represent the first regional regulation in Extremadura for a line of subsidies specifically aimed at remote workers who move their residence to the region. The combination of guidelines and the call for applications in a single text, processed via an urgent procedure, indicates the administration’s desire to shorten the deadlines so that the grants can be resolved as soon as possible.

For city councils, companies, and interested groups, the margin for action is minimal: anyone wishing to influence the requirements, the distribution criteria, or the design of the two programs has only eight business days from this October 27, and must do so in writing before the General Secretariat for Employment.
