Expropian 9,885.80 metros cuadrados en Huimanguillo para el Ramal Línea FA

President Claudia Sheinbaum Pardo expropriated 9,885.80 square meters of a privately owned property located in the municipality of Huimanguillo, Tabasco, for reasons of public utility, in favor of the Federation and through the Ferrocarril del Istmo de Tehuantepec, S.A. de C.V., to execute the Ramal Línea FA Project. The decree was published this Thursday, October 22, 2026, in the Official Gazette of the Federation (publication 290/2026, pages 4 to 9) as a second publication, in order to serve as personal notification to the interested parties.

The instrument was issued based on Article 89, fraction I, of the Political Constitution of the United Mexican States, as well as constitutional Articles 27 and 28, and Articles 1, fraction III Bis, 2, 3, 4, 7, 8 Bis, 9, 10, 19, and 20 of the Expropriation Law. The federal Executive maintained that railways are priority areas for national development and that the work falls under the cause of public utility for the construction of public infrastructure.

The file has precise antecedents: the Ferrocarril del Istmo de Tehuantepec, S.A. de C.V. requested the acquisition via official letter FIT-DG-ATCS-1342026 on March 5, 2026; the Ministry of Agrarian, Territorial and Urban Development (Sedatu) compiled the expropriation file SEDATU.1S.13.I110.UAJ.006.2026; the declaration of public utility was published in the DOF on August 4, 2026, with a second publication on August 5, and on September 8, 2026, the agency issued the resolution confirming the cause of public utility.

The affected property and the project layout

The decree identifies a single real estate property with the following data:

  • Municipality: Huimanguillo, state of Tabasco.
  • FIT Key: FAA-PR-27008-00372a.
  • Real Estate Folio: 827533.
  • Affected area: 9,885.80 m² (nine thousand eight hundred eighty-five point eighty square meters).
  • Purpose: construction of public infrastructure works for the Ramal Línea FA Project, belonging to the Interoceanic Corridor of the Isthmus of Tehuantepec.

The expropriation includes the constructions and installations located on the property that form part of it. The state company’s technical report concluded that the property is the most appropriate and suitable for the project, and Sedatu certified that it had granted a prior hearing guarantee to the owners in accordance with constitutional Articles 14 and 16.

Immediate occupation, compensation, and deadlines

The decree orders the Ferrocarril del Istmo de Tehuantepec, S.A. de C.V. to proceed with the immediate occupation of the asset and specifies that the filing of any means of defense does not suspend said occupation. The points with direct effects for those affected are:

  • The company must cover the compensation with its authorized budget, in accordance with the appraisal issued by the Institute of Administration and Appraisal of National Assets.
  • Interested parties have ten business days, counted from the notification, to pursue the judicial procedure under Article 11 of the Expropriation Law, for the sole purpose of contesting the amount of the compensation.
  • If the asset is not used for the purpose that motivated the expropriation within a period of five years, the affected parties may exercise reversion actions within the following two years.
  • Sedatu shall be responsible for the registration of the decree in the Federal Public Registry of Property and in the corresponding state registry.

The decree enters into force on the day of its publication and is signed at the residence of the federal Executive Power on October 21, 2026, with the signatures of Claudia Sheinbaum Pardo; the Secretary of Navy, Raymundo Pedro Morales Ángeles, and the Secretary of Sedatu, Edna Elena Vega Rangel.

According to the recitals, the Line FA Branch will connect the Chontalpa station with the Olmeca Refinery in Dos Bocas, which will allow the physical and operational integration of that facility with ports of the Gulf of Mexico and the Pacific through the railway network of the Isthmus of Tehuantepec, favor multimodal transport, and reduce logistical costs. The project is linked to the National Development Plan 2025-2030 and to the line of action of the Navy Sectoral Program 2025-2030, which seeks to consolidate the corridor as a logistical platform and interconnect the ASIPONAS of Coatzacoalcos, Salina Cruz, Dos Bocas, and Puerto Chiapas.

The company is a majority state-owned entity sectorized under the Secretariat of the Navy, created by public deed 56,786 on October 19, 1999. Its assignment title dates back to the publication of May 2, 2000, and was modified in the DOF on February 23, 2018, April 20, 2023, and June 23, 2023; furthermore, on October 11, 2023, the decree was published that rendered the previous declaration regarding lines “Z”, “ZA”, and “FA” null and void and ordered the immediate temporary occupation in favor of the state railway against Ferrosur, S.A. de C.V.

The relevance of this publication is twofold: it closes the administrative route of the expropriation and enables the material entry of machinery into the property, while starting the clock for owners to claim the amount of compensation. For Huimanguillo, the decree converts a stretch of private land into federal infrastructure and confirms that the layout of the Line FA Branch advances through southern Tabasco as a priority work of the interoceanic corridor.
