Euskal Trenbide Sarea has approved the signage project for the new Deba doubling

Euskal Trenbide Sareak (ETS) has approved a project to signal a new railway doubling in Deba, with a tender budget of 2,951,099.42 euros (VAT included) and an execution period of twelve months. The decision is the Resolution of September 14, 2026, signed by general director Antonio López Palenzuela, and was published on September 23, 2026, in issue 182 of the Official Gazette of the Basque Country, with official reference 2026/3986.

New signaling system for safe circulation

The objective of the project is to define the activities necessary to be executed via contract to implement the signaling of the new doubling in Deba. These activities include everything necessary to install a railway signaling system to enable the safe circulation of trains on the new doubling and to establish the operating conditions of the section.

According to the resolution, the project includes the design, manufacture, supply, installation, testing, and commissioning of the signaling systems.

Budget in three levels

• Material execution budget: 2,049,516.92 euros.
• Execution budget via contracting: 2,438,925.14 euros, adding a 6% industrial profit and 13% general expenses.
• Basic budget for tender: 2,951,099.42 euros, adding 21% VAT.
• Execution period: twelve months.

Technical services report and competence

The Technical Services of ETS have verified that the project meets its objective and includes the necessary aspects for execution via contract, and have issued a favorable report. The verification is based on Royal Decree 2387/2004, of December 30, Article 11 of the Railway Sector Regulation; Law 9/2017, of November 8, on Public Sector Contracts, Article 233; and Royal Decree 1098/2001, of October 12, Articles 126-132 of the General Regulation of the Law on Public Administration Contracts.

This body is competent to approve the constructive projects of railway infrastructures under the competence of the Directorate of Transport Infrastructures, as a result of the delegation made by the Resolution of March 16, 2020.

Appeals and publication

The resolution is not final in the administrative route. Interested parties may file an appeal for reversal before the Undersecretary for Infrastructure and Sustainable Mobility, within a period of one month, starting from the day following the notification or publication.

Public administrations may file a contentious-administrative appeal within a period of two months, in the administrative litigation chamber of the High Court of Justice of the Basque Autonomous Community, having been able to make the prior request provided for by Law 29/1998, of July 13.

The resolution was signed in Bilbao, on September 14, 2026, and was published in the official gazette for general interest.

Impact on the operation of the section

Debako new deployment signaling is essential to increase the operational capacity of the section and to organize railway circulation safely. An investment of nearly three million euros and a twelve-month timeframe indicate that the project has moved to the contracting phase, and the call for tenders will be the next administrative step.
