Por FactBox Admin

The City Council of Espinosa de los Monteros has approved the regulatory bases and the calls for seven positions included in its 2026 public employment offer (OPE2026), divided into five selection processes. The Mayoral resolutions, signed on September 25, 2026, by Mayor Jean Paul Sánchez Ruiz, are published in the Official Gazette of the Province of Burgos number 193, dated October 9, 2026, within section III, Local Administration.
The call derives from the 2026 public employment offer, approved by Mayoral resolution 2026-0215, dated August 6, 2026, and published in the Official Gazette of Castilla y León number 154, dated August 11, 2026. The processes are subject to the revised text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30, along with Law 7/1985 regulating the Bases of the Local Regime, Royal Decree 896/1991, and Royal Decree 364/1995, among other regulations.
Four of the five processes are resolved by competitive examination and internal promotion, reserved for personnel already serving in the council; only the security officer position is open via a competitive merit-based process in the open category.
Five processes and seven positions
- One C2 officer position under civil service status, by competitive examination-internal promotion, corresponding to position 1-SC-1.3.0-05 (resolution 2026-0256, CVE BOPBUR-2026-04242).

- One A1 senior economic-financial technician position under civil service status, by competitive examination-internal promotion, position 1-AG-1.0-02 (resolution 2026-0259, CVE BOPBUR-2026-04251).
- One C2 security officer position under civil service status, by competitive merit-based process in the open category, position 1-SC-3.2-01 (resolution 2026-0260, CVE BOPBUR-2026-04252).
Deadlines, fees, and requirements
The deadline for submitting applications is twenty calendar days for all processes, counted from the day following the publication of the summary of each call in the Official State Gazette, which marks the beginning of the period. Applications are addressed to the Mayor’s Office and submitted electronically through the municipal electronic office, except for the security officer process, which also allows submission at the General Registry.
- Examination fee: 10.00 euros for C2 officer, 1st officer, administrative staff, and surveillance officer; 20.00 euros for A1 senior technician.
- Required qualification: ESO or equivalent for C2 officer and surveillance officer; Baccalaureate or intermediate-level Vocational Training for 1st officer and administrative staff; Degree in Economics, Business Administration and Management, or Finance and Accounting for the A1 technician.
- Internal promotion requires belonging to the original scale or sub-scale and having provided at least two years of effective service.
- The surveillance officer position additionally requires driving licenses of classes B, C1, and C, and a valid Certificate of Professional Competence (CAP).
Tests, tribunal, and employment pool
The selection process is resolved with a single practical exercise, scored from 1 to 10 points with a minimum of 5 to pass. The duration is 60 minutes for the C2 officer position, 90 minutes for 1st officer and administrative staff, and is determined by the tribunal itself in the case of the A1 economic-financial senior technician.
The qualifying tribunal is designated in the resolution approving the final list of admitted and excluded candidates. In the surveillance officer process, it will consist of a president and four members, one of whom will act as secretary, and its agreements will be published on the municipal electronic office.
The surveillance officer call also creates an employment pool for substitutions, which will likewise be used for position 1-SC-3.1-01 and repeals any previous pool in force.
Appeals and publicity
Against the rules, which end the administrative route, an optional appeal for reversal may be filed within one month before the mayor or, alternatively, a contentious-administrative appeal within two months before the Contentious-Administrative Court of Burgos. The full rules are published in the Official Gazette of the Province of Burgos, on the municipal notice board, and on the city council’s website and electronic office.
The call organizes the municipal staff and opens a professional career path for internal personnel, while offering an external access opportunity for the surveillance officer position. Interested parties must meet all requirements on the day the application period ends and maintain them until appointment.
