Espejo investiga la titularidad de una parcela urbana en la calle Barruelo

The Espejo City Council has agreed to initiate an investigation file regarding the ownership of an urban plot located at 1 Barruelo Street, in the town, with cadastral reference 2916918UG6721N0001UY. The decision is formalized through a Mayoral Resolution signed by the mayor, Florentino Santos Santos, on October 22, 2026, and is published in the Official Gazette of the Province of Córdoba on November 4, 2026, issue 213, page 15852, with official reference BOP-A-2026-3604.

A procedure open since 2024

The announcement, processed under file number GEX: 2024/875, indicates that the investigation file on the ownership of assets or rights has been instructed by the competent services of the City Council itself. The purpose of the procedure is to determine who holds the ownership of a specific property, unequivocally identified both by its address—1 Barruelo Street, Espejo (Córdoba)—and by its cadastral reference, which allows the property to be located without confusion with other plots in the municipality.

The file is therefore initiated under the classification of “urban plot” and not rural land, a detail that is relevant because it places the case within the scope of the consolidated land of Espejo’s urban center.

Twenty days to appear and allege

The resolution approved by the Mayor’s Office calls for a public information process for a period of twenty days. During this period, according to the official text, all those who “may be considered interested parties in said file” may intervene. The announcement specifies the actions permitted in this phase:

  • Appear in the procedure to prove the status of an interested party.
  • Formulate any allegations deemed appropriate.
  • Submit suggestions regarding the ownership of the asset.
  • Raise claims regarding the file.

The published document does not identify any natural or legal person as the owner or as a possible alternative title holder; therefore, the status of an interested party must be proven by those who consider themselves affected.

Electronic consultation and notification value

The documentation of the file will be available to interested parties on the electronic office of the Espejo City Council, at the address https://www.espejo.es. The announcement further specifies that it will serve as notification to interested parties in the event that personal notification of the granting of the hearing process cannot be carried out, a standard provision when a valid address is not available or when individual communication does not reach its recipient.

The document incorporates a Secure Verification Code (CSV) that allows the authenticity of the published text to be verified: 3F24 5656 BE8D 571B 8156, with a signing date of November 4, 2026.

Impact on municipal heritage

The investigation into the ownership of an urban property directly affects municipal assets, as its resolution may lead to the incorporation of the property into the City Council’s assets or, conversely, the confirmation of private ownership. Hence, the procedure is open to the participation of third parties before being resolved, and any owner, heir, or holder of rights over the plot must appear within twenty days from the publication of the announcement. In a small municipality like Espejo, the status of a plot in the urban center also conditions planning decisions and the effective use of the land.

The announcement is part of the ordinary activity of the Espejo City Council, which in recent weeks has published several resolutions in the provincial bulletin, including those signed by Florentino Santos Santos and dated September 25 and 29, and October 6, 2026.
