Enel loses 937 megawatts in Mudéjar due to the environmental impact statement
Por FactBox Admin

The Ministry for the Ecological Transition and the Demographic Challenge has reduced from 1,202 to 264.9 megawatts the transmission grid access capacity awarded to Enel Green Power España, SLU at the Mudéjar 400 kV just transition node, in the provinces of Teruel and Zaragoza. The decision is formalized in Order TED/1157/2026, of October 19, signed by the Secretary of State for Energy, Joan Groizard Payeras, by delegation of the third vice president of the Government. The text is published in the Official State Gazette (BOE) no. 273, of November 3, 2026, with the official reference BOE-A-2026-23086.
The order modifies Order TED/1146/2022, of November 21, which in 2022 resolved the competition convened by Order TED/1182/2021, of November 2 and awarded the Enel subsidiary the entirety of the node’s 1,202 megawatts. Clause 23.3 of that call required the awardee to communicate within one month any modification to the project resulting from an environmental impact statement (EIS) or other objective causes, and allowed for the proportional adjustment of capacity, socioeconomic commitments, and guarantees.
The origin of the cut lies in the Resolution of February 9, 2026, of the Directorate General for Environmental Quality and Assessment, published in the Official State Gazette no. 51, of February 26, 2026. The EIS referred to the “Mudéjar 400 kV just transition node” project, of 1,844.11 megawatts, consisting of seven hybrid plants, a 79.8 megawatt battery storage module, and a 9 MVA synchronous condenser.
Seven plants and an adverse statement
The evaluated perimeter included the following facilities:
- PE Ítaca, 55.8 MW; PE Alcor, 111.6 MW; PW Pitarra, 108 MW; PW El Castillo, 111.6 MW.
- PW La Torica, 48 MW; PW La Plana, 86.8 MW; PW Empeltre, 173.6 MW.
- PSFV San Macario, 68.74 MW; PSFV Calanda, 41.24 MW; PSFV Regallo, 151.23 MW.
- PSFV Calandrias, 426.19 MW; PSFV Tambor, 65.3 MW; PSFV Santa María, 96.24 MW; PSFV San Martín, 219.97 MW.
According to the published text, the statement was unfavorable for one of the seven facilities and partially favorable for the rest, for which it imposed a total of 101 mandatory conditions. Enel Green Power España, SLU submitted a written request on March 17, 2026, to the Institute for Just Transition, O.A., communicating the need to reconfigure the project and requesting the proportional adjustment of power, commitments, and guarantees, in accordance with clause 23.3 of the call.
406.3 megawatts installed and lower guarantee
On July 2, 2026, the Sub-Directorate General for Strategy and Planning and the Management of the Institute for Just Transition, O.A., as the instructing and monitoring bodies, verified that the request was proportionally adjusted and submitted the proposal to the Secretary of State for Energy. The resulting order establishes:
- The installed capacity of the set of facilities becomes 406.3 megawatts.
- The awarded access capacity decreases from 1,202 to 264.9 megawatts.
- The final guarantee is reduced from 221,296,800.00 euros to 48,756,000.00 euros, applying the module of 120,000 euros per installed megawatt.
- The proportional part of the guarantee amounting to 172,540,800.00 euros is canceled.
Jobs and investments cut in the Andorra area
The socioeconomic impact commitments associated with the closure of the Andorra thermal power plant are adjusted downwards in proportional terms:
- Direct jobs in construction and commissioning: from 59 to 13 FTE.
- Direct jobs in the operation phase: from 321 to 71 FTE.
- Indirect jobs: from 5,944 to 1,310 FTE.
- Training: from 337,650 hours for 1,300 participants to 74,412 hours for 286.
- Self-consumption: from 3,063 kW to 675 kW, and from 3,795 to 836 beneficiaries.
- Investment in the local and provincial value chain: from 1,541,185,009.40 to 339,650,507 euros.
- Investment from local investors: from 189,200,000 to 41,696,406 euros.
The reserved employment percentages remain unchanged: 10% of direct jobs for redundant unemployed workers from the closure of the thermal power plant, 25% of direct jobs for unemployed women, and 30% of indirect jobs for unemployed women.
937.1 megawatts reserved
The third resolution orders the notification of the resolution to Red Eléctrica de España, SA so that it maintains a reserved capacity of 937.1 megawatts, in accordance with Order TED/1182/2021, of November 2, until the appropriate procedures for its award are convened and resolved. The remainder of Order TED/1146/2022, of November 21, remains unaltered. An optional appeal for reversal may be filed against the new order within one month or, alternatively, a contentious-administrative appeal before the Audiencia Nacional within two months.
The cut leaves less than a quarter of the renewable capacity initially planned in a node designed to compensate for the closure of coal in Teruel, and shifts the decision on who will develop the released 937.1 megawatts to the future tender. For the municipalities in the just transition area, the immediate effect is the reduction of employment commitments and local investment linked to the original award.
