Employment records the adherence of IMDEEC personnel to the municipal agreement

The Territorial Delegation of Employment, Enterprise and Self-Employment in Córdoba has ordered the registration and publication of the adherence of the contractual staff of the Municipal Institute for Economic Development and Employment of Córdoba (IMDEEC) to the Collective Agreement for Contractual Staff of the Most Excellent City Council of Córdoba 2026-2029. The agreement is published in the Official Gazette of the Province of Córdoba number 184, dated September 23, 2026, with the official reference BOP-A-2026-3148, and bears the signature of the territorial delegate Marina Montes Valentín, dated in Córdoba on September 15, 2026.

The resolution is issued under article 92.1 of the revised text of the Workers’ Statute Law, approved by Royal Legislative Decree 2/2015, and Royal Decree 713/2010, regarding the registration and deposit of collective labor agreements and accords. The administrative file is 14/02/0116/2026 and the agreement is identified with the code 14100102022026, with locator number 14104012012026 in the REGCON electronic registry.

The municipal agreement providing coverage for the adherence

The adherence is based on agreement number 640/26 adopted by the Local Government Board of the Most Excellent City Council of Córdoba in an ordinary session held on May 18, 2026, based on a proposal from the Presidency of the IMDEEC. The approved text contains four pronouncements:

• To approve the adherence of the civil servant staff of the IMDEEC to the General Agreement for Civil Servant Staff of the Most Excellent City Council of Córdoba 2026-2029.
• To approve the adherence of the contractual staff of the IMDEEC to the Collective Agreement for Contractual Staff of the Most Excellent City Council of Córdoba 2026-2029.
• To forward both agreements to the public office of the competent administration for publication in the corresponding official gazette.
• To authorize the Presidency of the IMDEEC to sign any documents deriving from these agreements.

In the first two cases, the adherence extends until the expiration of each text, including any possible extensions and modifications.

Initial approval and support from the social partners

The Governing Council of the IMDEEC, in an extraordinary session on April 30, 2026, initially approved the adherence through agreement number 24/2026, twelfth point, and empowered the President of the institute to submit the authorization to the Local Government Board, in accordance with article 11.5 of the IMDEEC Statutes. The vote was unanimous, with the following distribution:

• 5 votes from the representatives of the Popular Municipal Group.
• 1 vote from the representative of the VOX Municipal Group.
• 2 votes from the representatives of the Socialist Municipal Group.
• 1 vote from the representative of the Hacemos Córdoba Municipal Group.

The IMDEEC Negotiating Table, meeting on March 11, 2026, at 11:15 a.m., addressed the accession as the third item on the agenda. The table, which is equal in representation, was composed of Araceli Bermúdez (union delegate for CCOO) and Carlos Ordóñez Castro (union delegate for UGT) on behalf of the social partners, and Carmen María Cintas Jurado de Flórez (assistant to the management of IMDEEC) and Miguel Ángel Moreno Díaz (head of the general services department) on behalf of the administration. The social partners supported the accession to both texts, and the negotiating commission delegated the submission to the REGCON to Carmen Mª Jurado Cintas de Flórez.

Validity, scope, and economic effects

The agreement to which the IMDEEC contractual staff adheres regulates the economic, labor, and social relations of the contractual personnel of the Córdoba City Council, with a personal scope that includes permanent contractual staff, indefinite non-permanent staff, and temporary staff, regardless of the contractual modality. Its temporal keys are as follows:

• Entry into force the day following its official publication, with a planned duration of 4 years.
• Review after 2 years at the General Negotiating Table or the Negotiating Commission regarding social aid, permits, and licenses.
• Retroactive remunerative effects as of January 1, 2026.
• Termination possible within the three months immediately preceding the end of its validity, and annual tacit extension if no such termination occurs.
• General remunerative increase in accordance with the provisions of the General State Budget Laws for each fiscal year, with mandatory publication of the salary tables in the Official Provincial Gazette.

The text also incorporates an ultra-activity clause and the “in dubio pro operario” principle for the interpretation of the agreed terms.

The publication concludes the administrative process of an accession that equates the IMDEEC staff with that of the Córdoba City Council regarding labor and remunerative conditions for the next four years. For the workers of the municipal institute, the practical effect is the direct application of the municipal agreement and general accord, with economic effects from January 1, 2026, and the possibility of reviewing social aid, permits, and licenses after two years.
