Empleo inscribe las 35 horas semanales del personal de Cortes y Graena

The Territorial Delegation of Employment, Enterprise and Self-Employment in Granada, under the Regional Government of Andalusia, has ordered the registration of the modification of the collective agreement of the City Council of Cortes y Graena, which establishes the working day at 35 hours per week for all its public employees. The resolution, signed on October 1, 2026, by the territorial delegate José Javier Martín Cañizares, is published in the Official Gazette of the Province of Granada number 200, dated October 15, 2026, with the official reference BOP-GRA-2026-200001 and file number 2026052729.

The registered text modifies the collective agreement and the agreement on working conditions for municipal staff, with agreement code 18101712012025, and adapts the entire workforce to the new working day on a proportional basis, without prejudice to the needs of the service. The processing is based on Article 90 of the Recast Text of the Workers’ Statute Law, approved by Royal Legislative Decree 2/2015, of October 23, and Royal Decree 713/2010, of May 28, regarding the registration and deposit of collective agreements and labor accords.

Unanimous Agreement of the General Negotiation Table

The modification stems from the minutes of the General Negotiation Table for Labor and Civil Service Personnel of the City Council of Cortes y Graena, meeting at 11:00 AM on July 7, 2026, at municipal facilities. The table unanimously agreed to modify the agreement to set the working day at 35 hours per week and to submit the proposal to the Plenary of the Corporation for full effectiveness.

The following attended the meeting:

  • Selena Huertas Jambrina, acting mayor by regulatory substitution.
  • José Machado Velasco, representative of the labor personnel.
  • Raquel Aguado Martín and Sela Martínez, both representing CCOO.
  • Antonio M. Naranjo Martín, representative of the civil service personnel and acting secretary of the City Council.

The minutes were submitted to the Territorial Delegation on September 16, 2026, once the agreement between the municipal representation and the workers’ representation was finalized.

The file invokes the Agreement for a 21st Century Administration, signed by CCOO and UGT, which established the implementation of 35 hours per week across the entire public sector, as well as the decision adopted in March 2026 for its definitive implementation within the scope of the General State Administration.

The board also recalls that the Local Regime Bases Law provides in its article 94 that the working day for local administration officials shall be, on an annual basis, the same as that established for officials of the State Civil Administration, with the same rules regarding equivalence and reduction of working hours. On this basis, the municipal agreement equates its working day to the state one.

Scope of the measure

The resolution of the Territorial Delegation contains two mandates: to order the registration of the agreement in the Delegation’s own Registry of Agreements and to arrange for its publication in the Official Provincial Gazette. With the publication, the text is incorporated into the current collective agreement of the City Council of Cortes y Graena.

The measure affects all municipal public personnel, both contractual and civil servants, who move to a weekly working day of 35 hours, adjusted proportionally according to their service relationship. The agreement emphasizes that the reduction in hours seeks to improve the quality of public employment, guarantee citizen service, and expand the coverage of services and professional profiles.

Effective entry into force is conditional upon ratification by the Plenary of the Corporation, as stated in the negotiating board’s own agreement.

Publication in the Official Gazette of the Province of Granada turns the agreement into an enforceable collective norm and provides legal guarantee to the municipal staff, which sees a 35-hour working day consolidated, comparable to that of the General State Administration. For the residents of Cortes y Graena, the change implies a reorganization of municipal services, which must maintain citizen service with the new hourly distribution of personnel.
