Elche allows more floors in high and medium density developable sectors

The Elche City Council approved on July 27, 2026, in an ordinary session of the Plenary, the Specific Modification No. 46 of the General Plan, which amends Article 169 of the Urban Planning Regulations to allow for an increase in the number of floors in high and medium-density developable land sectors. The agreement is published in the Official Gazette of the Province of Alicante (BOP) No. 192, of October 8, 2026, within section III. Local Administration, with the official reference 16337076337141756512.

A municipal initiative modification

The modification is a municipal initiative and its purpose is to increase the number of floors permitted in developable land sectors classified as high and medium density. The agreement adopted by the Plenary is structured in three points: approving the modification, processing the planning document, and publishing the agreement along with its urban planning regulations.

Registration in the regional registry

The second point of the agreement orders the processing of the approved planning document and the submission of a digital copy to the competent regional ministry (conselleria) for territorial planning and urbanism, for its registration in the Regional Registry of Urban Planning Instruments.

The registration was carried out under number 1112, dated September 25, 2026, as stated in the edict itself. The document is signed by the Deputy Mayor and Councilor for Municipal Strategy, Francisco José Soler Obrero.

Recent urban planning background

Specific Modification No. 46 is added to other planning actions processed by the Elche City Council in recent months:

• Specific Modification No. 45 of the General Plan, approved by the Plenary in an ordinary session on June 29, 2026, which changes the facility use of two plots located in sectors HO-2 and HO-3 of the rural nucleus of La Hoya; it was published in the BOP on August 18, 2026, and registered in the regional registry under number 03065 1111, dated July 23, 2026.
• Urbanization Project for Sector E-18 of the General Plan, approved by the Local Government Board in a session on September 17, 2026, at the request of the Compensation Board U.P.18, and published in the BOP on October 2, 2026.

What it implies for developers and residents

The change directly affects developers operating in high and medium-density developable land sectors, who will have a greater building margin as the number of floors can be increased. For residents, the modification impacts the height and density of future residential developments in those areas.

The processing is already closed at the municipal and regional levels: the plenary agreement has been approved, the document has been sent to the conselleria, and the registration in the regional registry was formalized on September 25, 2026.
