The SEXPE grants 300,000 euros to CREEX for the training of employed persons
Por FactBox Admin

The Extremaduran Public Employment Service (SEXPE) has granted a direct subsidy of 300,000 euros to the Regional Business Confederation of Extremadura (CREEX) to finance the design, programming, dissemination, and evaluation of the training offer intended for employed workers in Extremadura during the 2026 fiscal year. The decision was adopted by the General Secretariat for Employment, acting on behalf of the Management Directorate of SEXPE, and was published in the Official Gazette of Extremadura (DOE) number 210, dated October 30, 2026 (official reference 2026062716), with a resolution date of October 8, 2026.
Direct grant without public call
The aid is granted directly and on an exceptional basis, without a prior call, under article 22.4.c) of Law 6/2011, of March 23, on Subsidies of the Autonomous Community of Extremadura, and article 32.1.a) as amended by Law 8/2019, of April 5. The file justifies the exception due to the special nature of the activity and the characteristics of the recipient, and because it is a private non-profit entity.
The application was submitted on August 28, 2026, by Pedro Castro Domínguez, in his capacity as president of the business organization, with NIF G06063960. CREEX provided its Action Plan, including a timeline, a budget broken down by items, and a responsible declaration stating that it is not subject to the prohibitions of article 12 of Law 6/2011.
The regional Executive’s legal argument is the role of social agents as interlocutors in the design of training. The resolution invokes article 3 of Law 30/2015, of September 9, on the vocational training system for employment, which assigns a leading role to the most representative business and trade union organizations in the planning and dissemination of training for employed workers, and Law 3/2003, of March 13, on the institutional participation of social agents, which recognizes this status for CCOO of Extremadura, UGT of Extremadura, and CREEX itself. The General Secretariat for Employment has the competence to resolve in accordance with article 5 of Decree 108/2026, of May 26, and the activity is framed within Decree 184/2025, of December 16 (DOE number 20, of January 30, 2026), which regulates the programming, management, and control of this training offer.
Three actions and budget distribution
The total amount is divided among three actions described in the Action Plan:
- Dissemination of the training offer of the Autonomous Community: 70,457.85 euros. This includes a multi-channel communication plan that may have specialized external support, under the coordination and prior validation of CREEX.
- YAEX, “Preparation of the labor market and the training offer facing the challenges of digitalization and artificial intelligence in Extremadura”: 167,745.95 euros. This is the main item and provides for an analysis and modeling system to validate scenarios for 2030 and 2035, based on previous works such as X-LIBRIO.
- Training advisory for companies and employed workers: 61,796.20 euros, with in-person, telephone, and digital assistance, as well as participation in conferences and fairs.
The declared general objectives are to promote stable and quality employment, reinforce the competitiveness and adaptation capacity of Extremaduran companies, guarantee the continuous training of staff, retain talent, and improve employability in the region.
Deadlines, payments, and control
The execution period spans from January 1 to December 31, 2026. Funding comes from budget application 140130000 G/242B/48000 CAG0000001 and expenditure project 20120141 “Complementary aid for training” of the 2026 regional budgets, using the Autonomous Community’s own resources.
- CREEX must expressly accept the grant within fifteen days of notification.
- Payment is divided into an advance of 75% upon acceptance and 25% on account, with no guarantee required.
- The intermediate justification account must be submitted before December 1, 2026, accrediting at least 75% of the actions.
- The final justification is due on April 1, 2027.
- The entity may subcontract up to 70% of the amount of the subsidized activity, with prior authorization which will be understood as granted if there is no resolution within ten days.
- Full reimbursement will be required if the justified expenses do not exceed 50% of the aid.
The resolution does not exhaust the administrative route: an appeal for reversal may be filed within one month before the Secretary General of the SEXPE. The text is signed by the Secretary General of Employment, María José Nevado del Campo.
Impact for companies and workers
The aid turns the Extremaduran employers’ association into an operational piece of the SEXPE’s training policy during 2026: it will be CREEX that channels information about funded courses to SMEs, micro-enterprises, and freelancers, and who evaluates qualification needs in the face of digitalization and artificial intelligence. For companies and employed persons, the practical value lies in the advisory service and training itineraries, whose quality and scope will now depend on the fulfillment of the Action Plan and the oversight of the Comptroller and SEXPE itself in the justification of the 300,000 euros.
