The Extremadura Health Service (SES) and Sandoz Farmacéutica, SA have signed an agreement for the joint implementation of the clinical software tool MwPharm++ in the Cáceres Health Area. The agreement was signed on September 29, 2026, and is published in the Official Gazette of Extremadura (DOE) no. 195, dated October 8, 2026, in section III of other resolutions, with the official reference RCN202600273 (2026062516).
The publication of the text corresponds to the Resolution of October 1, 2026, from the General Secretariat of the Vice Presidency and Ministry of Presidency, Coordination of Government Action, Interior and Emergencies, signed by the general secretary David González Gil. The resolution is issued in accordance with article 19 of Decree 154/2025, of November 18, which regulates the agreement activity and the General Registry of Agreements of the Administration of the Autonomous Community of Extremadura.
The agreement is administrative in nature and is supported by articles 47 to 53 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector. It is excluded from Law 9/2017, of November 8, on Public Sector Contracts, pursuant to its article 6.
Purpose: personalized dosing in hospital pharmacy
The purpose of the agreement is to regulate the collaboration between both entities to implement the tool in the Cáceres Health Area in order to improve patient care. The joint working model will allow hospital pharmacy service professionals to access the software and provide data on its operation.
MwPharm++ is a clinical software solution developed by the company Mediware, SA, based on principles of population pharmacokinetics and pharmacodynamics. It allows for the calculation of individualized dosing regimens, a priori and a posteriori, adjusted to the patient’s physiological characteristics and the properties of the drug, as well as simulating dosing scenarios and performing therapeutic monitoring.
The text emphasizes that the project does not involve providing healthcare professionals with information or gifts of a promotional nature regarding Sandoz products, nor the obtaining of personal data from patients or SES staff. The entities declare that the agreement does not seek to incentivize the recommendation, prescription, purchase, supply, sale, or administration of the laboratory’s medications.
Financing, surveys, and monitoring commission
Sandoz will cover all expenses associated with the acquisition of the tool’s user license for its activation in the hospitals selected by the SES. The agreement specifies that the company will not make any financial contribution to the SES or to the healthcare professionals collaborating in the project.
The obligations of the parties include:
- The SES, through the Management of the Cáceres Health Area, will allocate sufficient dedication and resources and facilitate access to the tool for trained professionals.
- The SES will send two satisfaction surveys to Sandoz: one six months after implementation and another twelve months after, upon completion of the project.
- Sandoz will provide the license, lead the Joint Monitoring Commission, and obtain the success indicators of the collaboration.
- The company must have civil liability insurance to cover third-party damages attributable to its activity.
A Joint Monitoring Commission will be created with at least one member from Sandoz, who will act as Project Manager, and one member from the SES hospital where the tool is implemented. Its functions are to resolve doubts regarding interpretation and execution, ensure compliance with the terms, coordinate tasks and resources, evaluate the results and the attached surveys, and any others that contribute to the successful completion of the project.
Validity, extension, and data protection
The agreement will have a duration of one year and will take effect from the day of its implementation in the Cáceres Health Area. Before its expiration, it may be expressly extended, by unanimous agreement of the signing parties, for a maximum additional period of four years through the corresponding addendum. Either entity may withdraw by providing written notice one month in advance.
Regarding data protection, the parties submit to Regulation (EU) 2016/679 and Organic Law 3/2018. The SES, as the controller of the data to be processed within the MwPharm++ software, will sign the mandatory processing agreement with Mediware, SA in compliance with Article 29 of the GDPR, a signature which is established as a necessary condition for the execution of the agreement.
The document is signed by the managing director of the SES, Encarnación Solís Pérez, appointed by Decree 61/2026, of May 5, and by Rafael Martínez Cabeza de Vaca and Jesús Vidart Anchia as proxies for Sandoz Farmacéutica, SA, a company with NIF A08233801 and registered office in Madrid.
Impact on the Extremaduran health system
The agreement introduces an individualized therapeutic monitoring tool into the Extremaduran public health system that seeks to reduce clinical variability, minimize the risks of under- or overdosing, and optimize the use of medications in patients with complex therapeutic needs. For hospital pharmacy professionals in the Cáceres Health Area, it provides access to pharmacokinetic modeling software at no cost to the public treasury, while for the pharmaceutical industry, it opens a channel for evaluating results and perception of use in the hospital environment.
