The State Public Employment Service publishes the third list of substitutions

The State Public Employment Service (SEPE) has made public the third list of substituted workers from the final list of the Labor Insertion Program through works or services of general and social interest 2026, integrated into the Local Corporations Employment Plan 2026. The list is published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,658, dated October 6, 2026, provision 684, page 3622, and records the resignations and vacancies filled with an effective date of September 24, 2026.

The program is developed under the agreement between the SEPE and local corporations, whose regulatory bases are established by Order TES/1077/2023, of September 28. The 2026 call was approved by Resolution of June 25, 2026, by the Provincial Director of the SEPE in Ceuta, published in BOCCE No. 6,630, dated June 30, 2026.

The funding was fixed by Resolution of August 12, 2026, published in BOCCE No. 6,644, dated August 18, 2026 (provision 589): a grant of 4,350,399.15 euros awarded to the City Council of Ceuta to finance the salary costs of 209 workers. The final list of selected persons was published in the extraordinary BOCCE No. 42, dated September 9, 2026.

Published substitutions

The third list details the following placements, all with a date of September 24, 2026, and a start time of 9:00:

• SENATI ALBARRACÍN, AMPARO (Higher Technician, Early Childhood Education), due to resignation; replaced by CAMAÑO SÁNCHEZ, OLGA, with 11.5 points.
• BOLORINO MARÍN, Mª PILAR (Janitor), due to resignation; replaced by MUSTAFA MOHAMED, LATIFA, with 24.6 points.
• PRIETO MATEO, ANA MARÍA (Janitor), due to resignation; replaced by BOLORINO MARÍN, ÁFRICA, with 24.6 points.
• LÓPEZ LÓPEZ, Mª DEL PILAR (Janitor), due to resignation; replaced by ABDESELAM KASSEN, KARIM, with 24.6 points.
• MORAN MOHAMED, ISABEL, with 16.6 points, fills a Nursing Assistant vacancy due to the occupation of similar characteristics.

The table also includes the resignation of CORTES MONTILLA, FELISA, in the position of Dependent Persons Technician.

Resignations and vacancies: the substitution mechanism

The offer management procedure allows for the filling of positions that become available due to the resignation of the awarded person or due to vacancies not filled in the initial selection using applicants from the final list. The score obtained in the scaling process determines the calling order of the substitutes.

In this third installment, the three Janitor positions are filled by candidates with 24.6 points, while the substitute Early Childhood Education Higher Technician position is covered with 11.5 points and the Nursing Assistant vacancy with 16.6 points. The publication is carried out, according to the announcement itself, “for the purposes of maximum dissemination.”

Publication, documentation, and appeal process

• Place of publication: the Official Gazette of the City of Ceuta and the SEPE website (www.sepe.es).
• Selected individuals must send the documentation listed in the annex to the email programadeinsercion@ceuta.es, indicating their DNI or NIE number in the subject line.
• Against the resolution, which does not end the administrative process, an administrative appeal (recurso de alzada) may be filed before the Provincial Director of the SEPE in Ceuta within one month, in accordance with articles 121 and 122 of Law 39/2015, of October 1.
• The resolution is signed by Aurora Lorenzo Damián, Director of the Benefits and Employment Office.

Background: first and second lists

The first list of substitute workers was published in BOCCE No. 6,654, of September 22, 2026 (provision 652, page 3473), and the second in BOCCE No. 6,656, of September 29, 2026 (provision 669, page 3525), the latter signed by Marina Rodríguez Mengual, Head of the Employment and Training Section, effective as of September 25, 2026.

The publication of successive lists confirms that the 2026 Local Corporations Employment Plan remains in the phase of adjusting its workforce, with staggered calls from the final list.

The announcement directly affects job seekers in Ceuta participating in the labor insertion program: it determines who begins working, with what score and from what date, and opens a one-month period to appeal the decision before the Provincial Directorate of the SEPE. For the remaining applicants on the final list, each new list also serves as the reference that determines their position in the substitution pool.
