SEPE fills four Employment Plan positions with new substitutes

The State Public Employment Service (SEPE), through its Provincial Directorate in Ceuta, has published the second list of substitute workers from the final list of the 2026 Local Corporations Employment Plan. The list covers four positions: three became available due to the resignation of the holders and one due to a vacancy. The resolution, signed by the head of the Employment and Training section, Marina Rodríguez Mengual, on September 24, 2026, is published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,656, dated September 29, 2026, provision 669, page 3525.

The publication is based on the Management of Offers procedure of the labor insertion program through works or services of general and social interest, developed within the framework of collaboration with local corporations. SEPE reminds that the process is governed by the provisions of the procedure published in the BOCCE on June 30, 2026, and by the award resolution of August 10, 2026. The list is disseminated both in the Ceuta official gazette and on the organization’s website, www.sepe.es, in order to provide maximum visibility.

The four agreed substitutions

The second list details, with partial identification of the national identity document, the occupation, the reason for the substitution, the substitute person, their score, and the assigned date and time:

• Inmaculada Tocino Moreno, Higher Technician in Social Integration, position filled due to resignation; substituted by Karmoun Mohamed Cheimak, with 3.1 points.
• Farah El Yaakoubi Lakhdar, Higher Technician in Education, position filled due to resignation; substituted by Harrus Mustafa Mahasin, with 11.8 points.
• Eva Benítez Gómez, Higher Technician in Education, position filled due to resignation; substituted by Senati Albarracín Amparo, with 11.7 points.
• DUE (University Degree Nurse) position filled due to a vacancy of similar characteristics; occupied by Corral Rejano Inmaculada África, with 4 points.

The four appointments are listed with a date of September 25, 2026, and a citation time of 9:00.

Documentation and appeal process

Those selected must provide the documentation listed in the annex of the procedure by sending it to the email address programadeinsercion@ceuta.es, indicating their DNI or NIE number in the subject line.

Against the resolution, which does not end the administrative route, an administrative appeal (recurso de alzada) may be filed before the provincial director of the State Public Employment Service of Ceuta within one month, counting from the day following the publication of the act, in accordance with articles 121 and 122 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Impact for participants

The publication of this second list closes the coverage of the vacancies that remained unfilled after the final listing and allows the labor insertion program to maintain its full staff in Ceuta. For the applicants remaining on the lists, the document also establishes the scoring criteria applied to each substitution, which provides transparency to the selection process and opens the door to new calls if further resignations occur during the term of the 2026 Local Corporations Employment Plan.
