The State Public Employment Service (SEPE) has formally awarded a grant of 124,195.66 euros to the University of Granada for the hiring of four unemployed young people under the age of 30 in Ceuta. The decision is detailed in the final resolution signed on October 23, 2026, by the provincial director of the SEPE in Ceuta, Francisco José Gil Sánchez, and published in the Official Gazette of the City of Ceuta number 6,665, dated October 30, 2026, under provision number 723.
A call with a single applicant
The call was approved by a resolution dated August 13, 2026, from the Provincial Directorate of the SEPE in Ceuta, under a competitive bidding process, for the hiring of young people within the framework of “First Experience Projects in Public Administrations.” According to the case file, the University of Granada was the only applicant entity.
The instructing body, through the Employment and Training Section of the Provincial Sub-directorate of Benefits, Employment, and Training, submitted the file on October 13, 2026, to the collegiate Valuation body, which issued its report. The provisional proposal was communicated to the entity and became final following the express acceptance of the University of Granada, which is registered with CIF Q1818002F.

The aid is paid from the credit reserve provided for in Article 62.5 of Law 3/2023, of February 28, on Employment, and is charged to the budgetary credits 19.PR51.241A.460.03 of the SEPE-Ceuta budget. The approved breakdown is as follows:

The invoked regulatory framework includes Law 38/2003, of November 17, General Law on Subsidies, and its implementing regulation, approved by Royal Decree 887/2006, of July 21. The first experience projects are integrated into the “Program to avoid discrimination on the grounds of age,” regulated in Articles 75 to 76 ter of Royal Decree 818/2021, of September 28, and in Order TES/1077/2023, of September 28, as amended by Order TES/234/2025, of March 7. The provincial director’s competence is supported by Article 10.1 of Law 38/2003 and the Resolution of October 6, 2008, of the SEPE, as amended by the Resolution of November 23, 2023.
Deadlines and obligations for the entity
The resolution sets strict execution conditions that directly affect the implementation of the contracts:
- Projects must start between the day following the publication of the resolution and December 16, 2026.
- Failure to meet this deadline may lead to the revocation of the resolution and the loss of the right to payment, unless there is a justified cause.
- The selection of the recipients is the responsibility of the beneficiary entity, through offers submitted at the employment office or published on the Single Employment Portal “Empléate”.
- It may be required that the hired persons be beneficiaries of the National Youth Guarantee System, in accordance with article 14.2 of the call.
Against the resolution, which does not exhaust the administrative route, an appeal for reversal may be filed before the Minister of Labor and Social Economy within one month from the day following the notification, in accordance with articles 121 and 122 of Law 39/2015, of October 1. Its publication in the bulletin complies with article 45 of the same regulation.
Impact on youth employment in the city
The award closes the procedure of the 2026 call and guarantees the financing of four first-experience contracts in a public administration, a route to employment for those under 30 years of age in Ceuta. The amount, exceeding 124,000 euros, is allocated entirely to salary costs and is conditional upon the effective start of the projects before December 16, a deadline that makes the calendar the primary risk for the program beneficiaries.
