SEPA announces a transfer competition to fill 79 vacancies
Por FactBox Admin

The Emergency Service of the Principality of Asturias (SEPA), an autonomous body dependent on the Ministry of Mobility, Environment and Emergency Management, has announced a transfer competition to fill 79 vacant positions within its workforce, the majority of which are in the firefighter-driver category. The call is approved by the Resolution of October 27, 2026, from the body’s Management, and is published in the Official Gazette of the Principality of Asturias (BOPA) no. 213, dated November 4, 2026, in section I (Authorities and Personnel), under official reference 2026-08973.
The resolution is based on Article 38 of the Collective Agreement of the Personnel of the former public entity Firefighters of the Principality of Asturias and on the powers of Article 18 of Law 1/2013, of May 24, on Restructuring Measures for the Regional Public Sector, in connection with Article 6 of Decree 55/2016, of October 5, which regulates the structure of the autonomous body. The rules expressly refer to that collective agreement as the applicable regulation for the process.
The distribution of destinations covers councils throughout Asturias, with particular weight on the La Morgal base (Llanera) and the parks of the west and east of the community, making the process a key element for the territorial coverage of the fire extinction and rescue service.
Nearly eighty positions distributed across a dozen councils
The first rule details the destination, category, and group of each of the announced vacancies:
- Firefighter-driver (group C, 24 H-1/4 shift): La Morgal, 19 positions; Onís, 12; Valdés, 9; Castropol, 5; Llanes, 5; Narcea, 4; Proaza, 3; Grado, 2; Pravia, 2; Tineo, 2; Caso, 2.
- Zone Chief (group C): Northwest Zone, 2 positions; East Zone, 1; Southwest Zone, 1.
- Specialist firefighter assistant (group D): Somiedo, 4 positions; Ibias, 3; Caso, 3.
To access the waiting list and the subsequent waiting list, workers must state this in the application and indicate, in order of preference, the councils they are opting for, in the event that vacancies arise in them. Non-fixed permanent staff, for their part, will complete the specific application in Annex II of the published text.
Only fixed and non-fixed permanent staff of the body
Those who are fixed staff or non-fixed permanent staff of the SEPA workforce declared by court ruling, subject to the personal scope of the agreement and currently active, as well as those in a situation involving a reserved position or on voluntary leave, may apply. Holders of fixed part-time contracts, fixed-discontinuous contracts, and reduced-hour contracts are included.
As specific requirements, it is required to hold the same professional category—or its equivalent—for each type of vacancy and to meet, where applicable, the qualification, the type C driver’s license, and the experience listed in the catalog. The requirements must be met on the day the application is submitted and remain unchanged until the date of award.
Personnel assigned on a provisional basis are obliged to participate and must apply for, at least, the vacancy that enabled their assignment. Each participant may make a maximum of ten destination requests, ordered by preference.
Twenty business days and a merits scale
The standardized form (Annex I) is available on the electronic office of the Principality of Asturias under the service file code RRHH0067T01, and is also provided at the SEPA Registry in La Morgal (33690 Llanera). Applications shall be submitted at said registry or through any of the means specified in Article 16 of Law 39/2015, of October 1, within a period of 20 business days starting from the next business day following the publication of the call.
The assessment of merits is adjusted to this scale:
- Seniority in the same category within the SEPA, the defunct Bomberos del Principado de Asturias entity, or the defunct CEISPA: 0.10 points per year.
- Recognized seniority in the SEPA: 0.10 points per year.
- Seniority in the job position held at the time of requesting the transfer: 0.20 points per year.
- Forced transfer that was not due to a sanction: 1 point.
The Evaluation Commission will consist of a president, a secretary with voice but no vote, and four members: two representatives of the SEPA and two designated upon the proposal of the Joint Commission by the workers’ representation. Substitutes and specialist advisors may be appointed, the latter having voice but no vote.
Award, transfer, and appeal process
The provisional award will be announced on the SEPA notice board in La Morgal and in the GESBA management program, with ten business days for allegations. Ties will be resolved by the longest time without a voluntary transfer, greatest seniority in the category, oldest age, and, as a last resort, a public draw. The competition will conclude by resolution of the Management, published in the GESEPA program, within a maximum period of six months from the day following the closing of the application submission.
Successful applicants must report to their new position within a maximum period of three months, which may be extended by the SEPA Directorate for justified cause. Transfers are voluntary and do not generate a right to compensation. Against the resolution, which exhausts the administrative route, a claim may be filed before the social courts within a period of two months.
The process organizes the internal mobility of a workforce that provides an essential service throughout the territory and comes at a time when the staffing coverage in the regional parks and at the La Morgal base affects the emergency response in the councils furthest from the large urban centers.
