Por FactBox Admin

The Plenary of the Badajoz City Council definitively approved the detailed study of block M-19 of partial plan SUB-CC-9.2.4, in the area known as Universidad de Chile. The agreement was adopted unanimously in the session of September 24, 2026, and is now published in the Official Gazette of the Province of Badajoz on November 3, 2026, under announcement 4319/2026, once the document was deposited in the regional urban registry under number BA/041/2026.
The approved instrument is a detailed study that develops the Municipal General Plan (PGM) of Badajoz and is processed under file 2026/1046, corresponding to item 19 of the Plenary’s agenda. The publication is carried out under article 25.2 of Royal Legislative Decree 7/2015, of October 30, which approves the revised text of the Land and Urban Rehabilitation Law, and articles 57 of Law 11/2018, of December 21 (LOTUS), 69 of Decree 143/2021, of December 21 (RGLOTUS), and 70.2 of Law 7/1985, of April 2, regulating the bases of local regime.
Unanimous approval and regional deposit
The plenary agreement was adopted “unanimously by those present,” with 27 attendees, and granted corporate agreement status to the ruling, definitively approving the point relating to the detailed study and singular action project of block 19 of the partial plan.
The detailed study was deposited on October 26, 2026, under number BA/041/2026 in the Single Registry of Urbanism and Territorial Planning of Extremadura, dependent on the General Directorate of Urbanism, Territorial Planning and Urban Agenda of the Junta de Extremadura. The announcement is disseminated in the Official Gazette of Extremadura, in the provincial bulletin, and on the municipal electronic office.
What the instrument establishes: surface area, buildability, and heights
The purpose of the detailed study is to establish urban land uses and fix the building lines and the volumetry of the ground floor and the remaining floors. Its main parameters, according to the executive summary of Annex I, are as follows:
- Surface area of block M-19 of SUB-CC-9.2.4: 2,007.00 m².
- Buildability surface: 5,181.00 m².
- Land use: 5,699.10 land use units (ua).
- Maximum height: ten floors (X), coinciding with the partial plan.
- Assigned uses: recreational and social equipment (ER), administrative equipment (EA), hotel equipment (EH), and commercial equipment (EC).
The gradients adapt to the regulations of the PGM of Badajoz and to the adjacent public roads that border and limit the plot, as stated in the approved document.
Promoter and regulatory scope
The initiative corresponds to the commercial company Corporación Autónoma de Chile as the promoter, with José Luis Montón Rosáenz as the drafting architect of the document. The detailed study does not modify or alter the urban land-use rights or the buildability established in the General Municipal Plan for block M-19, fixed in the plenary agreement of February 13, 2012.
The full text and the processed documentation are accessible on the municipal planning portal and in the Territorial Information System of Extremadura (SITEX). The announcement is signed by the first deputy mayor and delegated councilor for Urban Planning, Carlos Urueña Fernández, by virtue of the mayoral decree of 10/23/2025.
Deadline for appeal
Against the agreement, which approves a provision of a general nature, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Extremadura within a period of two months starting from the day following its publication, in accordance with articles 10 and 46 of Law 29/1998, of July 13, and article 112.3 of Law 39/2015, of October 1.
The final approval closes the municipal processing of the instrument and clears the development of one of the blocks in the University of Chile area, a zone in which the document now precisely defines volumes, alignments, and uses. For residents and developers, the agreement marks the applicable regulatory reference for licenses and projects in the block, with a two-month calendar for those intending to challenge it.
