The Tximista-Auto Plan receives an additional 660,557.70 euros to purchase electric cars
Por FactBox Admin

The Government of Navarra has increased the expenditure authorization for the call for grants for electric vehicles and charging infrastructure, the Tximista-Auto Plan, by 660,557.70 euros, and has allocated this entire amount to the purchase of electric vehicles. The decision was signed by the Director General for Energy and Digital Transition, Business R&D&i and Entrepreneurship, Garbiñe Basterra Olóriz, through Resolution 284E/2026, of October 19, published in the Official Gazette of Navarra number 218, of October 30, 2026. The deadline to submit applications for this line, measure 1 of the plan, ends on October 31, 2026, barely one day after publication.
The original call for the Tximista-Auto Plan was approved via Resolution 69E/2026, of April 20, by the same director general, with an expenditure authorization of 4,700,000 euros charged to budget item 820001 82500 7819 425206 Grants for electric vehicles and charging infrastructure of the 2026 budget. That resolution also established a maximum additional amount of 3,000,000 euros, the application of which did not require opening a new call and was subject to the authorization of additional credit in accordance with article 31.3 of Foral Law 11/2005, of November 9, on Subsidies.
In this case, the department confirms the existence of available credit of 660,557.70 euros in the same budget item and incorporates it into the call. The measure is issued under article 32 of Foral Law 11/2019, of March 11, of the Administration of the Foral Community of Navarra and the Foral Institutional Public Sector.
Initial distribution: 3.7 million for vehicles and one for charging points
The distribution approved in April between the two measures of the call was as follows:
- Measure 1. Acquisition of electric vehicles: 3,700,000 euros.
- Measure 2. Implementation of electric vehicle charging infrastructure: 1,000,000 euros.
With the now-approved increase, the distribution is as follows: the additional 660,557.70 euros go entirely to measure 1, while measure 2 receives zero euros from this expansion.
Why all the money goes to the purchase of cars
Article 31.3 b) of Foral Law 11/2005 requires that the approval of the additional credit and its publication take place before the deadline for submitting applications for the corresponding line expires. The deadlines set in the rules were two:
- Measure 1, acquisition of electric vehicles: until October 31, 2026.
- Measure 2, charging infrastructure: until August 31, 2026.
Since the deadline for measure 2 had already expired, the analogous distribution initially planned was unfeasible, and the total additional credit is directed toward attending to applications for measure 1, which keeps its deadline open until October 31, 2026.
Processing and appeals
The resolution consists of two points: the approval of the additional expenditure authorization and its publication in the Official Gazette of Navarra. The identification codes in the National Grants Database for the call are 900234, 900239, and 900241.
Against the resolution, which does not exhaust the administrative route, interested parties may file an administrative appeal (recurso de alzada) before the Counselor of Industry and Ecological and Digital Business Transition within one month starting from the day following its publication.
The same issue number 218 of the BON includes another budgetary modification in the field of electric mobility: Resolution 280E/2026, of October 15, increases the allocation for the call of the Incentives Program linked to electric mobility (MOVES III) for the year 2025 up to 10,295,061.55 euros, after reassigning 209,874.75 euros that were destined for direct investments.
The increase arrives with the calendar practically exhausted: anyone who has decided to purchase an electric vehicle and has not yet submitted the application has only one day from the publication of the resolution to do so, as the purchase measure does not accept requests as of November 1, 2026. Furthermore, the extension corrects the initial forecast of distributing the additional amount between vehicle purchases and charging points: all economic effort is now concentrated on the acquisition of electric cars, the line with the highest demand and with the deadline still in effect.
