El Pla d'Urgell renews the consumption agreement with 84,117 euros

The Pla d’Urgell County Council has approved the modification addendum for the year 2026 of the coordination agreement for actions in the development of the delegation of competencies in consumer affairs from the Catalan Consumer Agency (ACC). The agreement, adopted by the Plenary of the County Council in the session of May 11, 2026, and signed on June 30, 2026, is published in the Official Gazette of the Province of Lleida (no. 175, of September 14, 2026), with official reference BOP-2026_0_175_7574.
The original agreement was formalized on December 15 and 16, 2021, following the delegation of competencies in consumer affairs in favor of the county adopted by Government Agreement GOV 173/2021, of November 2 (DOGC no. 8536). On December 20, 2024, the parties extended it for four more years, so it will remain in force until December 31, 2028. The eleventh clause of the agreement provides that the funding and consideration for each fiscal year be updated annually through a modification addendum, which is the object of this publication.
A contribution of 84,117.03 euros for 2026
The addendum modifies the eighth clause of the agreement and Annexes I and II for the 2026 fiscal year. The Catalan Consumer Agency will make a contribution of 84,117.03 euros to the Pla d’Urgell County Council, charged to budget item D/460000150/4611/0072, which will be paid via transfer to the entity’s official bank account, duly authorized and certified by its Internal Audit office.
- The amount finances the activity of the County Consumer Information Office.
- The calculation takes into account budget availability, the balance between contributions and expenses, and the level of effectiveness, efficiency, and efficacy of the delegation.
- For subsequent years, the consideration will be updated annually in accordance with the eleventh clause, section 3.
- The addendum is in effect until December 31, 2026.
Personnel and evaluation criteria
Annex I of the addendum details the County Council personnel who carry out consumer tasks during the year 2026:
- Sílvia Felip Berenguer, technician.
- Rosa Catañeda Marina, administrative staff.
Annex II establishes the criteria for assessing the effectiveness of the delegation, based on the activity of the County Consumer Information Office in the area of public attention: information for consumers (queries, complaints, and reports) and conflict resolution (mediation and arbitration). Files are processed using the SIC (Consumer Information System) software application, with plans to replace it with the TEI (Interdepartmental File Processor), meaning that both applications will be used during the year.
Deadlines and scores in the evaluation
The assessment of effectiveness incorporates quantitative and qualitative criteria. Queries resolved within a period of 1 to 15 days are valued at 100%, those from 16 days to one month at 50%, and those exceeding one month are not taken into account. In mediation, the rules of Directive 2013/11/EU and Decree 98/2014, of July 8, on the mediation procedure are applied:
- Files cannot exceed 5 months from registration to closure, with a maximum of 8 months for justified reasons in exceptional cases.
- Claims resolved by mediation agreement have double value.
- Mediations with in-person sessions or via videoconference add 0.50 more points.
- Arbitration files are scored according to the result: 2 points per award, 1 point per filing, and 0.5 points per inadmissibility.
Furthermore, the Comarcal Council must carry out at least two informative and dissemination activities per year, with additional points for those addressed to the elderly or regarding housing, linguistic rights, and the promotion of consumer arbitration.
Impact for consumers
The update of the agreement guarantees the continuity and funding of the public consumer defense service in the Pla d’Urgell region throughout the year 2026. The annual renewal of the consideration ensures that the Comarcal Consumer Information Office maintains its activity of assistance, mediation, and arbitration, with quality criteria and deadlines that reinforce the protection of consumers in the territory.
