Por FactBox Admin

The Tourism Board of the Autonomous City of Melilla has opened the call to fill the professional management position of Director-General of the organization, with a maximum mandate of five years and a application submission period of ten calendar days. The call is approved by Resolution No. 0293, of September 30, 2026, of the President of the Board, registered under number 2026000293, and published in the Official Gazette of Melilla (BOME) number 6419, of October 2, 2026, with the official reference BOME-A-2026-1111.
The Tourism Board is an autonomous body of the Autonomous City of Melilla, endowed with a distinct public legal personality, its own assets and treasury, and management autonomy, attached to the Department competent in tourism matters. Its Statutes were definitively approved by Decree No. 1355, of December 30, 2021, published in BOME No. 5927, of January 4, 2022, and the call is issued in exercise of the powers of Article 16 of said regulation.
The position became vacant following the resignation of Mr. Javier Mateos de Porras, submitted on September 3, 2026, under registration number 2026078136 and accepted effective September 4 via Resolution No. 0285, of September 7, 2026, which declared the Director-General position vacant and appointed Mr. Juan Mario González Rojas as a substitute due to the vacancy. The file includes credit retention No. 52026000000215, of March 31, 2026, to cover the economic obligations derived from the appointment.
Requirements and Required Profile
Applicants who meet the conditions of Article 85 bis.1.b) of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and Article 16.1 of the Board’s Statutes may participate in the process. The head of the highest management body must be a career or contractual civil servant of the Public Administrations or a professional from the private sector, holding a higher degree in both cases and, if coming from the private sector, with more than five years of professional practice. The requirements must be met by the end date of the application period and maintained until the appointment or hiring.
Along with the application, candidates must provide a curriculum vitae detailing their educational merits, professional competence, and suitability, as well as a written justification of their suitability, in which the following information is documented and classified:
- Academic degrees.
- Years of service and positions held in the Public Administration or the private sector, especially in the development of tourist destinations.
- Studies and training courses completed or taught related to the positions held and the management position being called for.
- Any other merits the applicant deems appropriate to highlight.
Functions of the new Director-Manager
The functions of the position are those set forth in Article 16 of the Statutes of the Board and, in particular, the following:
- Execute the agreements of the Governing Board and the resolutions of the President.
- Direct the services and exercise leadership over the personnel of the autonomous body, with powers to establish the duration of the working day and schedule, and to approve the annual vacation plan.
- Prepare the annual action programs and collaborate with the President in the drafting of the Budget.
- Prepare the Inventory of Assets and inspect all services of the Board, reporting to the President.
- Attend meetings of the Governing Board and, when so arranged, other collegiate bodies, with a voice but without a vote.
- Process the classification files for tourism companies and establishments and formulate the proposed resolution to the competent Department for Tourism.
Selection, appointment, and deadlines
The selection procedure includes the evaluation of the curriculum vitae and supporting documentation, the assessment of the written justification of suitability, and a personal interview aimed at verifying the alleged merits. An advisory body composed of qualified and specialized professionals will formulate a reasoned proposal to the Governing Board, including, if possible, three candidates; the Governing Board will submit the appointment proposal to the Presidency, and it is the responsibility of the President of the Board to resolve the procedure and make the appointment. The resolution shall be reasoned and published in the Official Gazette of the City of Melilla.
The appointment of public management personnel shall have a maximum duration of five years, renewable for identical periods upon the proposal of the competent body, provided that the designated person maintains the requirements and does not receive negative evaluations. The call shall be declared void if none of the applicants meet the requirements or achieve the mandatory judgment of suitability. The deadline for submitting applications is ten calendar days from the day following publication, through the Electronic Registry of the Autonomous City or the means specified in Article 16.4 of Law 39/2015, of October 1. Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed within one month or, directly, a contentious-administrative appeal within two months.
The appointment of the chief executive officer of the Tourism Board comes in the midst of the planning season for the next fiscal year and with the organization under acting leadership since September; therefore, the selection of the new Director-General will condition the execution of the annual action programs, personnel management, and the processing of classification files for the City’s tourist establishments.
