El Parlamento canario convoca cuatro plazas del Cuerpo de Gestión

The Board of the Parliament of the Canary Islands approved on October 8, 2026, the call for selective tests via the competition-examination system for four vacant positions in the Management Body of the Parliament of the Canary Islands, Parliamentary Administration Management Scale (Group B). The Presidency of the Chamber ordered the publication of this agreement through a resolution dated October 13, 2026, inserted in the Official Gazette of the Canary Islands no. 218, of October 30, 2026, page 39155 (resolution no. 3737). The complete rules, including syllabi and merit scales, are contained in the annex of the resolution.

Regulatory framework and process gestation

The positions arise from the modification of the organic staff and the list of job positions approved by agreement of the Board on October 16, 2025 (BOPC no. 341, of 10.30.2025), entering into force on January 1, 2026, and from the ordinary public employment offer of 2026, approved on March 26, 2026 (BOPC no. 117, of 4.7.2026). The call is governed by the Internal Government Rules of the Parliament of the Canary Islands and, supplementarily, by Law 2/2025, of June 26, the Basic Statute of the Public Employee, and Law 2/1987, of March 30, of the Canary Islands Public Service.

The rules were reported by the Personnel Board on July 16, 2026, and reviewed at the Negotiation Table for civil service personnel on October 1, 2026. The agreement is signed by the secretary general, Salvador Iglesias Machado, by delegation of the President.

Distribution of the four positions and requirements

  • Two positions via the internal promotion track.
  • One position via the open track.
  • One position reserved in the open track for people with disabilities, with a recognized degree equal to or greater than 33 per 100.

Those applying via internal promotion must be career civil service personnel of the Administrative Body of the Parliament of the Canary Islands and certify at least two years of active service since their entry. For the open track, a university diploma, third-level vocational training or equivalent is required, and a Bachelor’s degree is accepted. Applicants may only opt for one of the two tracks.

Internal promotion vacancies that remain unfilled will be added to the open track. Vacancies in the disability quota that are not filled will not be offered to the open track, but will instead increase the quota for the next call for the same body and scale.

Three eliminatory exercises and merit phase

The examination consists of three mandatory and eliminatory exercises, with a minimum interval of 72 hours and a maximum of 45 days between each:

  • First exercise: a questionnaire of 80 multiple-choice questions, plus five reserve questions, with four alternative answers and only one correct; one hour and forty minutes.
  • Second exercise: written development of two topics chosen from three drawn by the tribunal; three hours.
  • Third exercise: written resolution of two practical cases chosen from three proposed; two hours and thirty minutes.

The competitive examination phase is graded with a maximum of 75 points for the open entry track and 65 for internal promotion; each exercise has eliminatory minimums. The merit phase provides up to 25 points for the open entry track and up to 35 for internal promotion, with scales for seniority, training courses, personal grade, work performed, and academic merits. If the number of passing candidates is lower than the number of positions, the tribunal will hold an additional selective test within a maximum of fifteen days.

Deadlines, fee, and calendar

The deadline for submitting applications is twenty business days from the day following the publication of the call in the BOC, exclusively electronically through the Parliament’s headquarters (sede.parcan.es, public employment section). The fee is a flat rate of 15 euros, without discounts or exemptions, and is to be deposited in the Cajasiete Caja Rural account indicated in the rules.

The exercises may not begin until six months have passed since the publication of the announcement in the BOPC. The order of appearance will begin with those whose first surname starts with the letter “B”. The Board will appoint a single qualifying tribunal of five members and substitutes, with the secretariat performed by Parliament staff, and the process must be resolved within the execution period of the 2026 public employment offer. The rules also provide for up to 20 percent additional positions, with a validity of two years, and a minimum stay of two years in the position for newly hired personnel.

The process is of direct interest to Chamber staff with promotion expectations and to Group B candidates, who will have a window of twenty business days to formalize an application that only accepts the electronic route. The publication in the BOC is what opens the deadlines for possible appeals: one month for the optional appeal for reversal and two months for the contentious-administrative appeal before the Contentious-Administrative Chamber of Santa Cruz de Tenerife of the High Court of Justice of the Canary Islands.
