El Matarraña publishes the Dinadorets regulations for reconciling family life

The Matarraña/Matarranya Region has published the full regulations for the regional service Dinadorets, focused on coexistence and leisure time for family reconciliation, in the Official Gazette of the Province of Teruel on September 22, 2026 (no. 181, reference No. 2026-2704). The text was initially approved by the Regional Council in the session of July 30, 2026, and is published for the purpose of its entry into force. It regulates the care and attention of minors outside of school hours in the regional municipalities where the service is implemented.

The publication responds to the provisions of Article 141 of Law 7/1999, of April 9, on Local Administration of Aragon, and is part of the Plan Corresponsables. The regulations invoke Organic Law 3/2007 for the effective equality of women and men, Law 7/2018, of June 28, on Equal Opportunities between Women and Men in Aragon, and Law 2/1993, which created the Aragonese Institute for Women. The Region acts in the exercise of its competencies in social action and the promotion of reconciliation, recognized by Article 44 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and by Legislative Decree 1/2006, of December 27, on the regionalization of Aragon.

An afternoon service for minors aged 3 to 12

The Dinadorets service is social, voluntary, and complementary to educational activity, without replacing the functions of teaching centers or the responsibilities of fathers, mothers, or guardians. Its recipients are minors enrolled in the second cycle of Early Childhood Education and in Primary Education at the region’s centers, generally aged between three and twelve years.

• Schedule: Monday to Friday, from 2:00 PM to 4:00 PM during the school period.
• Extension: in September and June, with a reduced school day, it may be extended from 1:00 PM to 2:00 PM.
• Implementation: requires the registration of a minimum of three minors per municipality.
• Closure: if the number of users falls below the minimum, the Region may suspend or close the service following a reasoned resolution from the Presidency.
• Attendance: the spot is maintained with a minimum monthly attendance of 80% of the service days.
• Justification: absences must be documented within a maximum of five business days from the date of return.

The provision will take place in publicly owned spaces enabled by the municipalities, which must condition them and provide them with furniture and equipment. The organization and technical direction will be the responsibility of the Region, through the Regional Social Services Center.

Access scale and waiting list

The assessment of applications will be carried out by the technical staff of the Regional Social Services Center, with an individualized assessment of each family situation. When applications exceed the available places, a priority order and a corresponding waiting list will be established.

• Single-parent families: 2 points.
• Victims of gender-based violence and other forms of violence against women: 2 points.
• Persons with disabilities: 2 points.
• Persons or family units at risk of social exclusion: 2 points.
• Need for work-life balance: 4 points.
• Participation in training actions: 3 points.
• Personal health care needs: 3 points.
• Absence of a support network in the locality: 1 point.

In the event of a tie, priority will be given successively to the highest score in work-life balance, the highest score in social vulnerability, the lowest family per capita income, and the highest number of dependent minors; if the tie persists, it will be resolved by public lottery. The resolution of admission, waiting list, or denial corresponds to the Presidency of the Region, following a technical report.

Public price, withdrawals, and measures for non-compliance

The economic regime refers to the regulatory instrument for the public price approved by the Matarraña/Matarranya Region. Payment will be quarterly, and users may request installment payments in writing. Withdrawal or cancellation during a quarter already in progress will take effect in the following billing period, but the full quarter must be paid; non-payment will result in ex officio cancellation. If the service cannot be provided for reasons not attributable to the person obligated to pay, a refund will be processed in accordance with Article 46.2 of Royal Legislative Decree 2/2004, of March 5.

Voluntary withdrawal shall be communicated in writing to the entry registry of the Region, and ex officio cancellation may be agreed upon in the event of seriously disruptive behavior. Paid amounts will only be refunded when the cancellation is due to proven force majeure. Conduct contrary to the rules may result in a verbal warning, a written reprimand, temporary suspension of up to five school days, or loss of user status, always through an adversarial procedure with a hearing for the legal representatives.

The regulations are completed with an additional provision on data protection, in accordance with Regulation (EU) 2016/679 and Organic Law 3/2018, of December 5, and empowers the Presidency to issue internal development instructions. The text was signed in Valderrobres and will enter into force once published in full in the bulletin and after the period specified in Article 141 of Law 7/1999 has elapsed.

The regulation provides stable legal coverage for a reconciliation resource that until now depended on annual agreements, and directly affects working families in the municipalities of Matarraña with school-age children: it establishes for the first time the priority criteria, the afternoon schedule, and the economic consequences of leaves of absence.
