The Provincial Council's IEDT offers fifteen internal promotion positions

The Institute of Employment and Socioeconomic and Technological Development (IEDT) of the Provincial Council of Cádiz has approved its Public Employment Offer for the 2026 fiscal year, consisting entirely of 15 internal promotion positions. The agreement was adopted by the Vice Presidency of the IEDT on October 20, 2026, and is published in the Official Gazette of the Province of Cádiz (B.O.P.) no. 212, of November 4, 2026, under announcement number 365.610.

The offer is structured into two blocks: six internal horizontal promotion positions, understood as a change of legal bond, and nine internal vertical promotion positions, i.e., promotion of category or subgroup. It does not include any new entry positions via open competition, which has direct consequences for the reservation quota for people with disabilities.

Six positions for change of legal bond

The first block, termed internal horizontal promotion, allows personnel to change scales or sub-scales without modifying their status as career civil servants:

• 4 positions for Special Administration Technician: group A, subgroup A1, Special Administration scale, Technical sub-scale.
• 2 positions for Administrative Assistant: group C, subgroup C1, General Administration scale, Administrative sub-scale.

Nine promotion positions in the administrative scale

The second block, internal vertical promotion, is divided among three designations, all linked to administrative tasks of the organization:

• 2 positions for Administrative Assistant assigned to the Administrative Coordination Unit, group C, subgroup C1, General Administration scale, Administrative sub-scale.
• 6 positions for Administrative Assistant to Administrative Officer, group C, subgroup C1, General Administration scale, Administrative sub-scale.
• 1 position for Administration Official to Administrative Assistant assigned to the Time Control Unit, group C, subgroup C2, General Administration scale, Auxiliary sub-scale.

In total, eleven of the fifteen positions correspond to subgroup C1 and only four to subgroup A1, meaning the offer is concentrated at the base of the administrative structure of the institute dependent on the Provincial Council of Cádiz.

No reservation quota for people with disabilities

The agreement dedicates a specific section to the reservation of positions for people with disabilities. Pursuant to Article 59 of Royal Legislative Decree 5/2015, in relation to Article 109 of Law 5/2023, of June 7, on the Public Service of Andalusia, and Article 28 of Law 4/2017, of September 25, on the Rights and Care of People with Disabilities in Andalusia, this quota is linked to new entry processes via open competition.

Since this offer is integrated exclusively through internal promotion processes, the reservation is not enforceable. The text clarifies that its determination will be made, where applicable, over the set of open-access positions of this offer or derived calls, without prejudice to applying it in future offers with a larger volume of new entry positions.

Calls, effects, and appeals process

The calls for selection processes must comply with the offer and be organized through a public call, guaranteeing the constitutional principles of equality, merit, capacity, and publicity. Internal promotion processes may be called together with those for new entry or through an independent call, applying in all cases its own management criteria.

The agreement orders its publication in the Official Gazette of the Province of Cádiz and on the Electronic Notice and Edict Board of the Provincial Council of Cádiz, taking effect from the day following its insertion in the official journal, that is, from November 5, 2026. Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed before the same body within one month or, directly, a contentious-administrative appeal before the corresponding Contentious-Administrative Court within two months, in accordance with Article 14 of Law 29/1998, of July 13.

A preliminary step to the calls

The publication of this offer does not yet open the period to apply for the tests: it only fixes the number and characteristics of the positions that must subsequently be called. The announcement appears signed by Andrés Clavijo Ortiz dated October 20, 2026, and bears number 365,610.

For the personnel of the IEDT and for those aspiring to promote within the Provincial Council of Cádiz, the calendar is now conditional on the publication of the respective calls, which will specify the required qualification, syllabus, exercises, and registration deadlines. The offer further confirms that the provincial corporation has opted this year not to fill vacancies with external personnel in this body, but rather to reorganize its staff through promotions and changes in employment status, a formula that directly affects the career expectations of provincial public employees.
