El ICAP adjudica provisionalmente 202.763 euros para formar al personal municipal canario

The Canarian Institute of Public Administration (ICAP) has provisionally resolved the call for grants for island councils (cabildos), city councils, and other local entities in the Canary Islands for the training of their own personnel, with a total awarded amount of 202,763.41 euros. The decision was signed by the director of the organization, Gustavo Pérez Martín, via a resolution dated October 23, 2026, published in the Official Gazette of the Canary Islands no. 219, of November 3, 2026 (document no. 3762, section III. Other Resolutions, pages 39328-39334). The granted amount is well below the 242,252.49 euros requested and leaves 207,650.32 euros of the available credit unused.

Five applications and one withdrawal

The call was structured by Resolution no. 241/2026, of June 25, from the director of the ICAP, whose summary was published in the Official Gazette of the Canary Islands no. 135, of July 7, 2026, with identification BDNS 915615 and a deadline of twenty business days to submit applications. At the close of the deadline, five requests were registered:

  • City Council of Santa Cruz de Tenerife
  • Island Council of Gran Canaria
  • Island Council of Fuerteventura, as the promoter of a grouped training plan
  • Island Council of La Gomera
  • City Council of La Aldea de San Nicolás

Three entities complied with the requests for correction, while the Island Council of Gran Canaria did not require any request as its documentation was complete. The City Council of La Aldea de San Nicolás did not respond within the deadline, therefore the ICAP declares it as having withdrawn its application in accordance with base 13 of the regulatory bases and articles 68.1 and 21 of Law 39/2015.

Gran Canaria and Santa Cruz lead the evaluation

The Evaluation Commission, appointed by Resolution no. 304/2026, of September 11, and meeting on September 16, 2026, scored the plans out of a maximum of 100 points: up to 70 for the number of public employees targeted and up to 30 for qualitative criteria (design and content of the plan, union participation, own resources, monitoring, and demographic challenge).

  • Island Council of Gran Canaria: 1,357 employees, 92.00 total points (70.00 quantitative and 22.00 qualitative)
  • City Council of Santa Cruz de Tenerife: 1,336 employees, 90.92 points (68.92 and 22.00)
  • Island Council of Fuerteventura: 912 employees, 68.04 points (47.04 and 21.00)
  • Island Council of La Gomera: 252 employees, 34.00 points (13.00 and 21.00)

The final proposal was formulated by the Local Employment Training Commission of the Autonomous Community of the Canary Islands in a session on October 23, 2026.

Cuts due to economic modules

The economic contrast applied the maximum modules established by Order TES/1582/2025, of December 30, in effect since February 1, 2026: 15.40 euros per participant per hour for in-person modality and 8.90 euros for distance learning. The result, entity by entity:

  • Cabildo Insular de Gran Canaria: 46,937.00 euros, without reduction
  • Ayuntamiento de Santa Cruz de Tenerife: from 52,440.49 to 47,466.74 euros, after reducing 4,993.75 euros in actions no. 1, no. 4, and no. 8
  • Cabildo Insular de Fuerteventura: from 92,735.00 to 58,318.00 euros; action no. 6 is limited to 8,277.00 euros and 27,254.00 euros of non-itemized global expenses are excluded from the calculation
  • Cabildo Insular de La Gomera: from 50,140.00 to 50,041.67 euros, with 98.33 euros less in action no. 7

The call had a maximum credit of 410,413.73 euros, with credit reserve no. 0000254268 charged to budget application 4301 921G 450.04 and action line 43400003 for training of public employees of local corporations. The National Institute of Public Administration deposited the AFEDAP funds on February 18 and April 28, 2026.

Acceptance within five days and reformulation of plans

The proposed entities must submit express acceptance via Annex III within a maximum period of five days from publication, it being understood that they waive their right if they fail to do so. Santa Cruz de Tenerife, Fuerteventura, and La Gomera, upon receiving less than requested, may reformulate their requests in accordance with base 18. Payment will be split into 25% before starting the training activity, 35% upon accreditation of its start, and 40% upon the final deposit of AFEDAP funds.

The provisional resolution does not generate any right until the definitive grant is notified and the acceptance is formalized, and no administrative appeal may be filed against this procedural act, according to article 112.1 of Law 39/2015. For the public employees of the involved municipalities and cabildos, the cut of nearly 40,000 euros compared to what was requested will translate into fewer training hours or the reorganization of the actions planned in their annual plans.
