El ICAF estrena su primer convenio colectivo con vigencia hasta 2028

The Official Gazette of Cantabria publishes this Thursday, October 8, 2026, the resolution ordering the registration and publication of the I Collective Agreement of the Finance Institute of Cantabria (ICAF) for the years 2024-2028. The General Directorate of Labor, Social Economy, and Self-Employment, under the Ministry of Industry, Employment, Innovation, and Trade, arranges for the deposit of the text in the Registry of Collective Agreements, Collective Labor Agreements, and Equality Plans (REGCON) and its insertion in BOC no. 194, with the official reference CVE-2026-7835 and code 39101252012026.

The agreement was signed on September 7, 2026, by the Negotiating Commission, composed of company representatives and the staff delegate representing the workers included in its scope. It was submitted for registration in REGCON on September 8, 2026, and was corrected via a written submission presented on October 1, 2026. The resolution, dated in Santander on October 2, 2026, bears the signature of the General Director of Labor, Social Economy, and Self-Employment, Jaime Gonzalo Alonso Rozadilla.

The text is based on Article 90 of the Workers’ Statute, Articles 2 and 8 of Royal Decree 713/2010, of May 28, and Royal Decree 1900/1996, of August 2, regarding the transfer of functions and services to the Autonomous Community of Cantabria, in addition to Decree 88/1996 and Decrees 6/2023 and 54/2023 on the reorganization of the Ministries.

Validity, scope, and structure

The agreement enters into force the day following its publication in the BOC and extends until December 31, 2028, although certain matters are expressly retroactive to January 1, 2024. Formal termination requires a minimum notice period of two months and the establishment of a new Negotiating Commission in the following month.

It applies to all personnel with an employment contract at ICAF. Senior Management and professional management personnel are excluded, the nominal list of whom shall be delivered to the workers’ representation during the first quarter of each year.

The text is organized into 47 articles grouped into 14 chapters, with two additional provisions: the first guarantees the maintenance of employment and the second establishes the use of non-sexist language.

Two professional groups and new salary tables

The professional classification is structured into two groups:

  • Higher Degree Group, with professional category A1 and a higher university degree, which includes the positions of Economic-Financial Manager, Head of the Legal Area, Head of the Public Sector Coordination, Monitoring, and Control Unit, and Economic-Financial Analysts.
  • Administrative Group, with category C1, which comprises the Executive Secretariat, Administration, and Human Resources.

The modification of the job positions schedule derives from Cantabria Law 5/2026, of April 28, on Fiscal and Administrative Measures, which amended Cantabria Law 2/2008 regulating the Institute, effective from July 1, 2026. For this reason, 2026 has two salary tables:

  • Monthly base salary for 14 payments for the Economic-Financial Manager: 3,755.02 euros in 2024; 3,848.90 euros in 2025; 3,906.63 euros in the first half of 2026 and 4,238.69 euros in the second.
  • Economic-Financial Analyst: 2,922.75 euros in 2024; 2,995.82 euros in 2025; 3,040.76 euros in the first half of 2026 and 3,329.62 euros in the second.
  • Management, Administration and HR Secretariat: 2,122.92 euros in 2024; 2,175.99 euros in 2025; 2,208.63 euros in the first half of 2026 and 2,374.28 euros in the second.

Two extraordinary payments of 30 days of base salary and seniority are recognized, in June and December, and a seniority supplement per three-year period computed from January 1, 2024: 48.51 euros per three-year period in 2024 for Group A1 and 31.06 euros for C1, with annual revaluations until 2026.

Working hours, vacations and reconciliation

The standard working day is set at 38.5 hours per week and the intensive day at 35 hours, the latter between June 1 and September 30 and between December 24 and January 6. Mandatory presence is established from 9:00 to 14:00 hours, with flexible entry from 7:45 and exit until 19:00, and a maximum of 10.5 hours per day.

Regarding rest and reconciliation, the following stand out:

  • 25 working days of annual vacation, extendable up to 29 based on seniority.
  • 4 days for personal matters per year, with increases linked to seniority.
  • 15-day leave for marriage and equalization for domestic partnerships.
  • 17-week suspension for birth for both parents.
  • Reduction of working hours for legal guardianship between 12.50% and 50%.
  • Right to digital disconnection and possibility of teleworking, with the in-person modality as the ordinary one.

Joint commissions and guarantees

The agreement creates two joint commissions, which must be constituted within 30 calendar days following the entry into force and meet every six months:

  • Commission for the Monitoring and Interpretation of the Agreement.
  • Commission for Promotion, Hiring, Training and Equality.

Both issue resolutions within ten working days and their agreements require more than 50% of each representation. The text also incorporates a “descuelgue” (de-linking) clause, with a maximum consultation period of 15 calendar days and mediation before the Labor Conflict Resolution Body of Cantabria (ORECLA) in case of disagreement.

The relevance of the publication is twofold. On one hand, it provides for the first time its own collective bargaining framework for the ICAF workforce, with closed salary tables until 2028 and homogeneous rules for internal promotion. On the other, the retroactivity recognized to 2024 and the increase derived from Cantabria Law 5/2026 imply immediate economic effects for the persons included in its scope.
