Por FactBox Admin

The Asturian Institute of Public Administration “Adolfo Posada” (IAAP) has announced selective tests to fill 40 positions in the Management Corps of the Administration of the Principality of Asturias, group A, subgroup A2. The call is formalized through the Resolution of October 23, 2026, by the director of the IAAP, published in the Official Gazette of the Principality of Asturias (BOPA) number 210, of October 29, 2026 (code 2026-08847). Interested parties will have 20 business days, counted from the day following the publication of the rules, to submit their application exclusively via electronic means.
The call responds to the accumulation in a single selective process of the Management Corps positions pending from the 2024 public employment offer and those planned for 2025, approved by respective Agreements of the Government Council of December 27, 2024 (BOPA of 12/31/2024) and December 22, 2025 (BOPA of 12/29/2025). The IAAP invokes the principles of efficacy, economy, and efficiency to justify this accumulation.
The regulatory framework consists of the consolidated text of the Law of the Basic Statute of the Public Employee (Royal Legislative Decree 5/2015, of October 30), the Law of the Principality of Asturias 2/2023, of March 15, on Public Employment, Decree 68/1989, of May 4, and Decree 6/2012, of February 16, regarding access for persons with disabilities. The resolution is issued by delegation of the Ministry of Presidency, Demographic Challenge, Equality and Tourism (Resolution of April 2, 2024, BOPA of 04/09/2024).
Distribution of the 40 positions and shifts
The positions are distributed among four shifts, and a single applicant cannot apply for more than one:
- Ordinary internal promotion: 21 positions.
- Internal promotion reserved for persons with disabilities: 1 position.
- Ordinary open access: 14 positions.
- Open access reserved for persons with disabilities: 4 positions.
By exercise, the 2024 offer provides 28 positions and the 2025 offer provides the remaining 12. The process is resolved by competition-examination (concurso-oposición) for internal promotion and by examination (oposición) for the open shift, and any internal promotion positions that remain vacant will be added to the open access positions. The registration fee is set at 34 euros.
Two eliminatory tests and a syllabus of five blocks
The examination phase consists of two mandatory and eliminatory exercises. The first is a multiple-choice questionnaire:
- Internal promotion: 65 questions plus 10 reserve questions, maximum 75 minutes, and a penalty of one quarter per error.
- Open shift: 80 questions (65 on blocks II to V and 15 on block I) plus 10 reserve questions, 90 minutes, and a penalty of one third per error.
- The cutoff score for internal promotion is set at 32.5 net answers.
The second exercise consists of the written resolution of a practical case, with a maximum of five questions, and the drafting of a report, with a duration of up to three hours and the permitted use of books and paper notes; it may be read before the tribunal. Each test is graded from 0 to 30 points and requires a minimum of 15.
The program is listed in Annex I for internal promotion and in Annex II for the open call, structured into five blocks: I Constitutional Law and administrative organization, II Administrative Law, III The European Union and public policies, IV Human resources management, and V Financial management. Annex III contains the score transformation formula.
Requirements, calendar, and employment pool
A degree in Bachelor’s, Diploma, Technical Engineering, or Technical Architecture is required. For internal promotion, one must be a career civil servant of subgroup C1 of the Administration of the Principality with at least two years of active service; for the reserved quota, a disability degree equal to or greater than 33%.
The first test may not be held before three months have elapsed since the publication of the call. The order of appearance will begin with surnames starting with the letter “P”, according to the public draw of March 9, 2026 (announcement in BOPA on 03/16/2026). The Qualifying Tribunal will be designated by resolution of the Department and will be based at the IAAP, at Avenida Julián Clavería, 11, in Oviedo; an appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal within two.
The call also incorporates the commitment to create, in accordance with Decree 115/2025, of November 6 (BOPA of 11/14/2025), a temporary employment list consisting of those who pass at least the first exercise of the open call.
The call directly affects applicants from the last two public employment offers of the Principality, who face a single process with 40 positions, a closed syllabus, and a calendar that will push the first exam to 2027 at the earliest. The result will determine not only access to career civil servant status, but also the configuration of the temporary job pool for the Management Body.
