El Govern valida la modificació del projecte de 53 habitatges de l'IBAVI

The Governing Council has validated the modification of project ITS2023-044 – Promotion of 53 public protection homes, by the Balearic Housing Institute (IBAVI), charged to the 2023 Annual Plan of the sustainable tourism tax. The reconfiguration reduces the promotion in Alaior, which changes from 35 endowment accommodations to 14 public protection homes, and allows the generated surplus to be allocated to the promotion of 24 homes in Peguera. The agreement was adopted in the session of the Governing Council on October 2, 2026, and is published in the Official Gazette of the Balearic Islands (BOIB) no. 126, of October 6, 2026, Section III, p. 54155 (reference 1229861).

The project is financed by the Fund to promote sustainable tourism, created by article 19 of Law 2/2016, of March 30, on the tax on tourist stays in the Balearic Islands, as amended by Decree Law 4/2025, of April 11. The Balearic Islands Tourism Strategy Agency (AETIB) is the entity responsible for managing this fund, and the joint Instruction of June 9, 2025 (BOIB no. 74, of June 12, 2025) establishes the procedure for processing modifications to financed projects. IBAVI has an approved transfer of €13,151,862.00 for this project.

A promotion of 53 homes between Mallorca and Menorca

The initial objective of the project was the construction of 53 public protection homes and 35 endowment accommodations, distributed in the following municipalities:

  • 8 PPH in Sa Pobla
  • 10 PPH in Sencelles (c/ dels Molins, s/n)
  • 24 PPH in Peguera (c/ Bonavida, 2)
  • 11 PPH in Sant Lluís (c/ Bisbe Server, 1), Menorca
  • 35 endowment accommodations in Alaior (av. Indústria, 104), Menorca

Alaior changes from 35 endowment accommodations to 14 protected homes

On July 3 and September 21, 2026, IBAVI requested the modification of the project, with the favorable report of the executing entity and the technical reports explaining the necessity. The Alaior promotion changes from 35 endowment accommodations (1 adapted home) with two bedrooms to 14 public protection homes, to adapt it to compliance with current regulations.

With this change, the project now finances a total of 67 public protection homes:

  • The 53 public protection homes initially planned.
  • The 14 public protection homes from the Alaior promotion.

The Alaior surplus is redirected to Peguera

The modification allows the use of the ITS fund surplus from the Alaior promotion for the promotion of 24 public protection homes in Peguera. The agreement does not alter the amount granted in the transfer approval resolution and does not imply validating the distribution of ITS financing presented by the entity.

For an expense not included in the project’s initial report to be considered eligible, the requirements and procedures set out in the 2023 Annual Plan, the Instruction of June 9, 2025, and the transfer approval resolution must be met.

The agreement, proposed by the Minister of Tourism, Culture and Sport, orders its publication in the BOIB and that the ITS Commission Plenary be informed. It is signed by the Secretary of the Governing Council, Antònia Maria Estarellas Torrens, and the President, Margarita Prohens Rigo. The decision reallocates public resources already committed to expanding the supply of protected housing in Menorca and Mallorca, within a context of pressure on the residential market of the Balearic Islands.
