The Government approves a new regulation for the classification of public jobs

The Government of Andorra approved, in the session of September 9, 2026, Decree 347/2026, which approves the new Regulation for the classification and review of job positions in the general Administration. The text is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 105, of September 16, 2026, within the Regulations section, and replaces the regulation in force until now. The regulation will enter into force on January 1, 2027.
The previous regulation, approved by Decree 98/2026, of March 18, 2026, was published in the BOPA on March 25, 2026. According to the statement of reasons, after its application, improvable aspects and the need to introduce modifications were detected; for reasons of regulatory clarity and legal certainty, it was decided to approve a new text instead of a partial modification. The proposal is the result of a work process with the participation of staff representatives and the departments of the general Administration, and it includes the prior report of the Personnel Commission and the proposal of the Minister of Public Service and Digital Transformation. The decree is signed by Xavier Espot Zamora, Head of Government.
A structure of functional groups, families, and levels
Professional classification is articulated into five elements: functional groups, professional families, standard professional occupations (OPT), job descriptions (DLT), and classification levels. Each job position must be assigned to a single standard professional occupation, a single professional family, and a single level.
The system includes four professional families:
- Management.
- Technical.
- Administrative.
- Maintenance and technical services.
The Department of Public Service prepares and keeps updated the Descriptive Manual of Job Positions, provided for in article 26.1 of Law 1/2019, of February 17, on public service, and must define reference descriptions for the standard professional occupations.
Factor-based valuation and level scale
Classification is carried out using an analytical point-by-factor methodology, with eight valuation elements grouped into three factors:
- Competence: technical competence, managerial competence, and human interaction.
- Problem solving: frame of reference and demand of the problems.
- Responsibility: freedom to act, magnitude, and impact.
Sub-criteria for physical requirements and the workplace environment are added. The total score results from the sum of the partial scores and determines the level, according to a scale that ranges from level 2 to level 16. Scores of 81 points or more are classified as level 16, the highest in the remunerative structure of the general Administration; for example, 43 points correspond to the 39-43 interval and, therefore, to level 8.
Review at the request of the interested person
A review may be initiated when a law or a regulatory provision effectively modifies the functions or responsibilities of the position, or when there are organizational changes, changes in requirements, or an administrative restructuring. The review is initiated ex officio by the Department of Public Function, at the request of the director or head of the department, or at the request of the interested person, which is a new avenue compared to the previous regime.
The procedure includes the job description, the review by the director or head of the department, the technical assessment by the Department of Public Function with a cross-comparison of positions, the referral to the Technical Committee for Organization and Management (CTOG) —with a minimum notice of five business days— and a reasoned resolution from the ministry competent in matters of public function. An appeal may be filed against this resolution according to article 129 of the Administration Code, and the interested person has the right to access the technical assessment file.
Families and levels of the General Corps
Annex II details the typical professional occupations and the associated levels of the General Corps:
- Management: strategic management (A-13 and B-12) and management (B-11 and B-10).
- Technical: specialist technician (B-12 and B-11) and technician (B-10 and B-9).
- Administration: technical-administrative manager (C-8), technical-administrative manager (C-8, C-7 and C-6) and administrative manager (C-5 and C-4).
- Maintenance and technical services: operational service manager (C-8), specialized operational services (C-8, C-7 and C-6), operational services (C-5 and C-4), support agent (C-3) and support assistant (C-2).
The new regulation affects all personnel of the general Administration and conditions functional mobility, human resources planning, professional development itineraries, and the selection and provision processes for positions. Its entry into force on January 1, 2027, provides a margin to describe the job positions, both generic and specific, before the system begins to be applied.
