The Government approves the Effective Equality Plan 2026-2030 with 419 actions

The Government has approved the Strategic Plan for the Effective Equality of Women and Men of the Generalitat de Catalunya 2026-2030, the roadmap that will guide and coordinate the executive’s action on gender equality over the next four years. Agreement GOV/234/2026, of September 22, signed by the Secretary of the Government, Javier Villamayor Caamaño, is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9758, of September 25, 2026, in section I, Other provisions, with the reference CVE-DOGC-A-26265050-2026.

The Plan is deployed under the framework of Law 17/2015, of July 21, on the effective equality of women and men, which establishes the principle of mainstreaming the gender perspective in all actions of public authorities and requires the Plan to determine cross-cutting objectives and measures. Also applicable are Law 5/2008, of April 24, on the right of women to eradicate sexist violence, and the Statute of Autonomy of Catalonia, which recognizes effective equality as a guiding principle of public action. The agreement is adopted in accordance with articles 13 and 14 of Law 17/2015 and upon the proposal of the Minister of Equality and Feminism.

The document defines 20 strategic objectives, 115 operational objectives, and 419 actions that must guide government action during the term of the Plan. The stated objective is to guarantee effective equality between women and men, consolidate the incorporation of the gender perspective in all public actions, and advance in the eradication of sexist violence.

Six lines of action

The Plan is structured into six axes oriented towards:

• The promotion of gender equality and feminist policies.
• The comprehensive approach and eradication of sexist violence.
• Work, the organization of time, co-responsibility, and material living conditions.
• Co-education and educational transformation with a gender perspective.
• Comprehensive health and the guarantee of sexual and reproductive rights.
• Social and political participation, empowerment, and the visibility of women.

Participatory elaboration and governance

The Plan was developed between 2025 and 2026 under the impulse and coordination of the Catalan Institute for Women, through an interdepartmental and participatory work process. Departments of the Administration of the Generalitat, members of participation and consultation bodies on gender equality, and other relevant social and institutional agents took part. The Interdepartmental Commission for the Effective Equality of Women and Men validated the document for the Government’s approval.

The agreement entrusts the Department of Equality and Feminism, through the Catalan Institute for Women, with the promotion, technical coordination, monitoring, and evaluation of the Plan’s deployment, within the framework of the governance mechanisms provided for by the Plan itself. Likewise, all departments of the Generalitat must adopt the necessary actions to guarantee the effectiveness of the Agreement and contribute, within their respective competencies, to the fulfillment of the established objectives and actions.

Publication and scope

The Agreement is published in full in the DOGC, with the exception of the annex, which will be disseminated on the website of the Catalan Institute for Women. The text appears in Section I, Other provisions, of the Department of Equality and Feminism, and bears the order number 26.265.050.

With this agreement, the Generalitat establishes for the next four years a unique planning framework regarding gender equality that affects the entirety of public policies, from education and health to employment and political participation. The 419 planned actions and the monitoring system assigned to the Catalan Institute for Women establish verifiable commitments until 2030.
