El Gobierno aprueba créditos del BID por 700 millones de dólares para ARCA

The Executive Branch approved, through Decree 1115/2026, a Conditional Credit Line for Investment Projects (CCLIP) from the Inter-American Development Bank (IDB) for up to USD 600,000,000 and a loan agreement of USD 100,000,000 destined for the “Federal Tax Administration Reform Program.” The measure, signed in the City of Buenos Aires on September 25, 2026, by President Javier Milei along with Diego César Santilli and Luis Andrés Caputo, was published this September 28 in the First Section (Agreements) of the Official Gazette of the Argentine Republic.

The original file is EX-2026-46780057-APN-DGDA#MEC. The decree approves the Agreement Model CCLIP No. AR-O0035 and the Loan Agreement Model IDB No. 6139/OC-AR, both to be signed between the Argentine Republic and the IDB. The regulation is issued in exercise of the powers of Article 99, subsection 1, of the National Constitution; 53 of Law No. 11,672 Permanent Complementary Budget Law (t.o. 2014); and 60 of Law No. 24,156 on Financial Administration and Control Systems of the National Public Sector.

A ten-year credit line

The general objective of the Program is to improve the effectiveness, efficiency, and transparency of public revenue management. The conditional line has a utilization period of ten (10) years starting from the entry into force of Agreement CCLIP No. AR-O0035.

There are two specific development objectives:

  • Improve the governance and institutional capacity of the Collection and Customs Control Agency (ARCA).
  • Strengthen the administration of tax revenues.

Four components and two responsible agencies

The execution is structured into four components: (i) governance and institutional capacity; (ii) comprehensive risk management; (iii) transformation of the taxpayer experience; and (iv) digital modernization.

Article 6 designates the Ministry of Economy through the Treasury Secretariat as the “Executing Agency,” responsible for the administrative and fiduciary coordination of the Program. ARCA will participate as the substantive technical agency, in coordination with said Secretariat.

Technical endorsements and signing powers

The Central Bank of the Argentine Republic (BCRA) issued a statement on the impact on the balance of payments and concluded that the operation “implies a limited impact in macroeconomic terms,” bounded and consistent with the dynamics foreseen for external operations. The National Public Credit Office of the Ministry of Economy reported that it has no objections, given that the financial cost of the loan is lower than what the Republic could obtain in the market.

The decree empowers the Minister of Economy —or the officials designated by them— and the Secretary of Finance, interchangeably, to sign both instruments and their additional documentation. It also enables the Minister of Economy to agree upon modifications, provided they do not alter the object or destination of the funds, increase the amount, or modify the agreed-upon arbitration procedure.

The approved models are included as annexes: ANNEX I (IF-2026-50058326-APN-SSRFI#MEC), ANNEX II (IF-2026-50058250-APN-SSRFI#MEC), ANNEX III containing the “Policies for the Procurement of Goods and Works Financed by the IDB GN-2349-15” (IF-2026-50058168-APN-SSRFI#MEC), and ANNEX IV containing the “Policies for the Selection and Hiring of Consultants Financed by the IDB GN-2350-15” (IF-2026-50058091-APN-SSRFI#MEC).

The approval enables the signing of the contracts and commits external financing for up to USD 700,000,000 in total, in addition to the fiscal obligations associated with the debt service. The Program targets the heart of federal tax collection: ARCA is the agency that administers national taxes and customs control, meaning the results of the reform will directly impact public revenues and the relationship between the treasury and taxpayers and foreign trade operators.
