The President of the Republic, Keiko Sofía Fujimori Higuchi, signed Supreme Decree No. 141-2026-PCM, published today in the Official Gazette El Peruano (No. 19574, LEGAL NORMS section, p. 5), which creates the High-Level Multisectoral Commission to Recover Security and Public Order. The body, which is permanent in nature and dependent on the Presidency of the Council of Ministers (PCM), will coordinate and supervise at the highest level of the Executive Branch the actions aimed at restoring internal order and confronting criminality. The regulation was endorsed by the President of the Council of Ministers, Luis Fernando Galarreta Velarde, and the ministers of Interior, Defense, Justice and Human Rights, and Foreign Affairs.
The creation is based on Axis 1 of the General Government Policy 2026-2031 “Peru in Order,” approved by Supreme Decree No. 127-2026-PCM, which seeks to reduce citizen insecurity that violates the life, integrity, and economic activities of the population. The decree invokes article 35 of Law No. 29158, Organic Law of the Executive Power, and the State Organization Guidelines approved by Supreme Decree No. 054-2018-PCM, which allow for the creation of permanent multisectoral commissions via supreme decree endorsed by the heads of the involved sectors. Among the cited precedents are the declaration of emergency for the National Penitentiary System and the National Penitentiary Institute (INPE), and international cooperation actions to confront transnational organized crime.
Composition and nature of the body
The commission is composed of five authorities, with non-delegable participation exercised ad honorem:
- The President of the Council of Ministers, who presides over it.
- The Minister of the Interior.
- The Minister of Defense.
- The Minister of Justice and Human Rights.
- The Minister of Foreign Affairs.
The regulation specifies that its creation is carried out without prejudice to the competencies of the Ministry of the Interior regarding internal order, in accordance with Legislative Decree No. 1266, and that the commission may invite public or private entities and specialists for technical contributions.
Functions and operational coordination
The decree details the functions of the new body:
- Supervise compliance with the guidelines of Axis 1 based on indicators and goals defined with the responsible sectors.
- Coordinate the prioritization and alignment of security interventions.
- Be informed of and maintain the confidentiality of coordinations and actions against criminality, including those of the Unified Command against Organized Crime, without intervening in its operational management.
- Identify critical bottlenecks and issue alerts and recommendations to the competent entities.
- Propose measures, priorities, and regulatory initiatives to the Council of Ministers, and propose the prioritization of resources for evaluation by the Ministry of Economy and Finance.
The commission will have a Technical Secretariat appointed by the President of the Council of Ministers through a ministerial resolution, which will coordinate permanently with the Ministry of the Interior through the General Directorate against Organized Crime of the Vice-Ministerial Office of Internal Order.
Deadlines, confidentiality, and financing
The commission must be established within ten (10) business days following the publication of the decree and approve its Internal Regulations through a ministerial resolution of the PCM within thirty (30) business days from its installation. Due to the nature of its purpose, it shall hold sessions confidentially, whether in person or virtually, and may convene expanded sessions with representatives of the Legislative Branch, the Judiciary, the Public Ministry, SUNAT, DINI, OSIPTEL, regional and local governments, the business sector, and civil society, also on a confidential basis. The information it generates or accesses shall be classified as reserved, secret, or confidential according to the Single Ordered Text of Law No. 27806. Its operation is financed by the institutional budget of the entities that compose it, without requiring additional resources from the Public Treasury.
The decree institutionalizes a permanent space for articulation at the highest level of the Executive in a context of emergency due to extortion and contract killing, and transfers the political supervision of the security strategy to the PCM, with defined deadlines for its installation and for the approval of its internal regulations.
