Por FactBox Admin

The Official Gazette of Cantabria publishes this Friday, October 30, 2026, the resolution of the General Directorate of Labor, Social Economy, and Self-Employment ordering the registration and deposit of the agreement of the Negotiating Commission of the II Collective Agreement for the Labor Personnel of the University of Cantabria, and provides for its full publication. The text, with code 39100011012011 and reference CVE-2026-8443, modifies articles 12, 14, 17, 18, and 32 of the agreement and affects the working conditions of the entire labor workforce of the academic center.
The resolution, signed in Santander on October 15, 2026, by the general director Jaime Gonzalo Alonso Rozadilla, is based on article 90 of the Recast Text of the Workers’ Statute Law and on Royal Decree 713/2010, regarding the registration and deposit of collective agreements and accords. The agreement had been submitted for registration in the Registry of Collective Agreements, Collective Labor Agreements, and Equality Plans of the Autonomous Community of Cantabria (REGCON) on October 13, 2026.
The origin of the pact lies in the meetings of the Negotiating Commission held on May 28 and June 1, 2026. The final document was signed in Santander on June 1, 2026, and its effectiveness is subject to the authorization and registration of the General Directorate of Labor of the Government of Cantabria, a procedure that is now completed with this resolution.
New catalog of specialties in Scale B
Article 12, regarding the structure of Scale B, establishes the specialties that make up the Auxiliary Services:
- Drivers.
- Concierge and security services.
- Higher Technician in Early Childhood Education.
- Soucan Area.
- Children’s Campus.
- Higher Technician in Physical and Sports Activities.
The text leaves the door open to “any other new specialty” that, due to the required training and professional aptitudes, may be classified as auxiliary services, always with the prior agreement of the Joint Commission.
Level B12 and professional promotion
Article 14, dedicated to the professional promotion system by levels, incorporates two new sections. Personnel of Scale B, professional group Auxiliary Services, in the specialties of Higher Technician in Early Childhood Education and Higher Technician in Physical and Sports Activities, shall be incorporated into level B12. Those who, as of the date of signing, were already providing services at a lower level will be equated to B12 effective from the date of the agreement, with the resulting economic and administrative effects.
Section 2 Ter extends this rule to Scale B personnel whose work requires the official title of Higher Vocational Training Technician. Those already working at a lower level in a position that did not require that qualification may acquire B12 through a three-step procedure:
- A reasoned report from the head of the unit justifying the need for the qualification.
- A favorable report from the Research Commission and the Manager.
- Modification of the Job Position List (RPT), with recognition of the level effective from the date of the Governing Council’s agreement.
Order of vacancy coverage and management supplement
Article 17 establishes the order for filling a vacancy: reinstatement of voluntary leave-of-absence staff, transfer competition among permanent workers of the same scale and, where applicable, professional group or specialty, and a restricted competitive examination for all permanent University staff. The Joint Commission, following a mandatory report from the Research Commission, will determine the groupings in Scales A and B. The Management may agree with the Works Council to directly call for an open competitive examination, using the agreed-upon scale.
Article 18 regulates the open competitive examination for remaining vacant positions, and Article 32, regarding job position supplements, specifies the management supplement. In the Language Center, it will be assigned annually according to the center’s programming and, in absences exceeding thirty days, it will pass to the person with the most seniority in the unit who meets the RPT requirements.
Signatories of the agreement
The agreement is signed, on behalf of the University of Cantabria, by the manager Santiago Fuente Sánchez, the legal advisor Juan Carlos Rubio Bretos, and the head of the PTGAS, Training and Social Action Service, Nuria González Ruiz. For the Works Council, it is signed by Yolanda González Roiz, for CC.OO., and Pilar Frade Bello, for UGT-SP.
The publication formalizes a pact that impacts the professional career and remuneration of the senior technicians of the Cantabrian public university, and comes after months of negotiation with the two unions represented on the works council.
