The Ceuta cleaning agreement requires protocols against harassment and catastrophes.

The Government Delegation in Ceuta, through its Area of Labour and Immigration, has agreed to register and publish the Local Collective Agreement for the Building and Commercial Premises Cleaning Sector of Ceuta, which requires companies to have protocols against sexual harassment, action protocols for disasters and adverse weather phenomena, and to negotiate sustainable mobility plans. The agreement, processed under file number 51/01/0009/2026, is published as provision 577 of the Official Gazette of the Autonomous City of Ceuta (BOCCE) No. 6,642, of 11 August 2026, page 3122, and is signed on 3 August 2026 by the Government Delegate, Miguel Ángel Pérez Triano.

The agreement was signed on 31 July 2026 by the business side —Confederation of Employers of Ceuta and ASPEL— and by the trade union side —UGT and CCOO—, following the minutes of the meeting held in Ceuta on 30 July 2026. It will be in force from 1 January 2025 to 31 December 2029 and applies to all building and premises cleaning companies based in the city. The resolution reminds the negotiating committee of its obligation to draw up the protocols during the term of the text and to negotiate sustainable mobility measures with the scope provided for in Law 9/2025, on Sustainable Mobility.

Mandatory protocols against harassment

Article 68 of the agreement incorporates a model protocol against psychological, sexual and sex-based harassment, aligned with Organic Law 3/2007, Organic Law 10/2022, ILO Convention 190 and Royal Decree 901/2020. The protocol:

  • applies to the workplace, to journeys and events organised by the company and to digital communications (cyberharassment);
  • requires the establishment of an investigating committee within a maximum period of three working days from the complaint;
  • guarantees confidentiality, precautionary measures and prohibition of retaliation against the victim.

Article 70 adds measures for equality and non-discrimination of LGBTI people, with a specific protocol against harassment based on sexual orientation, gender identity or expression and resolution deadlines of up to 20 working days for the committee’s report and 30 days for the final resolution.

Four paid days in the event of disasters and red alerts

Article 71 regulates the action protocol for disasters, adverse weather phenomena, high temperatures and heat stress, adopting the warning levels of AEMET (yellow, orange and red). Among the measures provided for:

  • prioritize teleworking during orange or red alerts when the position allows it;
  • guarantee the paid leave provided for in article 37.3.g) of the Workers’ Statute, with a maximum of four days, extendable depending on the circumstances;
  • allow those who receive the alert during their shift to remain at the workplace, with shelter and protection;
  • review the facilities after the emergency and protect those working outdoors from extreme temperatures.

Article 13 (paid leave) also recognizes up to four paid days for inability to access the workplace resulting from official recommendations or prohibitions on travel, including those caused by catastrophe or adverse weather events; this leave continues for as long as the cause persists.

Sustainable mobility in accordance with Law 9/2025

Article 72 commits companies to promoting more sustainable mobility for commuting and travel between workplaces, in line with Law 9/2025 on Sustainable Mobility. The measures contemplated include:

  • informing staff about public transport alternatives;
  • organizing work routes that reduce unnecessary travel;
  • promoting shared vehicle use;
  • providing secure bicycle parking spaces.

The Joint Committee will monitor these measures and may make recommendations to improve mobility in the sector.

The publication turns into concrete obligations three developments with a direct impact on the labor rights of the cleaning sector in Ceuta: the prevention of harassment, paid protection during episodes of extreme heat or torrential rain, and the commitment to sustainable mobility. Companies must deploy the protocols during the term of the agreement, which extends until 2029, under the supervision of the joint committee and the labor authority.
