The Provincial University Hospital Consortium of Castellón (CHPUCS) has announced a temporary employment pool for Hospital Pharmacy Specialist, through Resolution 2026-1214, of September 21, 2026, published in the Official Gazette of the Province of Castellón no. 114, of September 22, 2026. The call is processed through the extraordinary system of merit competition, and the deadline for submitting applications is twenty calendar days starting from the day following its publication. The announcement is listed under code 04144-2026-U, within the Local Administration (Consortia) section.
An extraordinary pool outside of the public employment offer
The establishment of temporary employment pools is generally linked to the development of public employment offers for the temporary performance of positions of a labor nature under the cases of articles 10 and 11 of the Recast Text of the Law of the Basic Statute of the Public Employee, Royal Legislative Decree 5/2015, of October 23. In the absence of pools and until those derived from the public employment offer are formed, the CHPUCS may establish them through selective tests or by the scoring of merits and experience.
The resolution invokes the report from the Management Directorate of September 17, 2026, and the need to guarantee healthcare provision when coverage is not possible with permanent employees. The general applicable regime consists of the bases approved by the Governing Council of the CHPCS on January 30, 2006, and published in the Official Gazette of the Province of Castellón no. 16, of February 7, 2006, with the specifications incorporated in this call.
Requirements and required qualification
- Spanish nationality or nationality of a State that allows access to public employment; for nationals of the European Union, accreditation of Spanish at level B2 may be required.
- To have reached sixteen years of age and not exceed the maximum compulsory retirement age.
- Qualification: Degree in Pharmacy and Specialization in Hospital Pharmacy.
- Physical and psychological capacities and aptitudes necessary for the performance of the position.
- Not to have been dismissed through disciplinary proceedings from any health service or public administration, nor to be definitively disqualified.
- Not to have been convicted by a final judgment for crimes against sexual freedom and indemnity, with negative certification from the Central Registry of Sexual Offenders at the time of hiring.
- To prove linguistic competence in Valencian when so determined by regulation.
Scoring: up to eleven points for merits
The selection system consists of the evaluation of the merits alleged and accredited electronically, referring to the date of publication of the call:
- Experience: up to 6 points, with 0.15 points per full month in public administration and 0.05 points per full month in a private company, with a maximum of 1 point in the latter case.
- Training and continuous education courses: up to 2 points, from 0.05 points for courses of less than 30 hours up to 0.40 points for courses of more than 100 hours; equal opportunity courses add an additional 0.15 points.
- Academic qualification higher than required: up to 0.5 points.
- Teaching work, communications, or research papers: up to 1 point.
- Knowledge of Valencian: up to 1.5 points, from 0.25 points for oral level A1-A2 up to 1.50 points for the superior level C2.
In the event of a tie, the score of each section of the scale is first considered, followed by the oldest applicant, and finally, the underrepresented gender in the category.
Electronic registration, allegations, and appeals
The application is submitted solely electronically through the electronic office of the CHPUCS (https://chpcs.sedelectronica.es), in the procedures catalog, “Temporary Employment Pool” folder, accessible from the website www.hospitalprovincial.es. The qualification, documentation accrediting merits, and the self-assessment form must be provided; it is not necessary to provide certificates of services rendered at the Hospital Provincial de Castellón since January 1, 1998.
The Evaluation Commission, a collegiate body of odd composition with a minimum of five members, will evaluate the merits and publish the provisional list on the Consortium’s website, with ten business days for allegations. An optional appeal for reversal may be filed against the rules before the Presidency of the Consortium within one month, or a contentious-administrative appeal within two months. The resolution is signed by Matías Real López, Managing Director, by delegation of powers from the Governing Council of May 31, 2021, modified by agreement of July 24, 2024.
The call opens a temporary labor access route for a specialized healthcare profile that is difficult to fill, with a scale that prioritizes previous experience in public administration and knowledge of Valencian. Membership in the pool does not guarantee hiring, which will occur according to the healthcare and budgetary needs of the CHPUCS, and failure to pass the probationary period entails suspension from the pool for one year.
