On September 25, 2026, the Consell ratified the Agreement of September 14, 2026, of the Sectoral Table for Public Service regarding the working day regime for public employees of the Generalitat Administration. The decision is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10461, of September 29, 2026, section III, with the official reference DOGV-C-2026-30141. The text comes at the proposal of the Minister of Economy, Finance and Public Administration and is signed by José Luis Díez Climent as the secretary minister.
What the agreement establishes
The purpose of the agreement is the implementation of the general working day of thirty-five (35) hours and the special dedication working day of thirty-seven hours and thirty minutes (37.30) per week. To make it effective, the Consell must agree to it under the terms and requirements of additional provision 144 of Law 6/2018, of July 3, on the General State Budgets, as amended by Law 31/2022, of December 23.
At the moment the Consell agrees to the effective implementation, all references to said working days contained in Decree 42/2019, of March 22, of the Consell, regulating the working conditions of the civil service personnel of the Generalitat Administration, shall enter into force. Once ratified, the agreement is valid, effective, and directly applicable, without prejudice to the formal modification of the second final provision of the aforementioned decree.
Scope of application
The agreement applies to the civil service personnel providing services in the Administration of the Generalitat and managed by the department competent in public service matters, whose working conditions are negotiated in the Sectoral Table for Public Service. On a territorial level, it reaches each and every one of the centers and units of the Generalitat Administration where such personnel provide services.
The Interpretation, Vigilance and Study Commission of the II Collective Agreement (CIVE), in a meeting on the same date, agreed to adhere to the agreement for its application to the labor personnel managed by the general directorate with competencies in public service matters.
Background and processing
The Framework Agreement for a 21st Century Administration, signed on October 19, 2022, by the Government of Spain, CC.OO. and UGT, advocated for a 35-hour weekly working day. Law 31/2022 removed the requirement to comply with the objectives of budgetary stability, public debt, and spending rules, maintaining the objective that temporary employment does not exceed 8% of structural positions.
The Agreement of April 25, 2024, of the General Negotiation Table I, ratified by the Consell on May 7, 2024, tasked each sectoral table with negotiating the application of the 35-hour work week within its scope. In compliance with this, the General Negotiation Table I, in its meeting on April 24, 2026, urged each sectoral table to begin said negotiation and the necessary organizational adaptations. The agreement has a favorable report from the Directorate General of Budgets.
Who signs
The agreement of September 14, 2026, was signed in València by:
- Eva Palomares Ferrer, president of the MSFP and regional secretary of Public Administration, on behalf of the Administration.
- Laura Ballesteros Martí, on behalf of UGT-PV.
- José Cloquell Mascarell, on behalf of CC.OO.-PV.
- Susana Marco Moratalla, on behalf of CSIF.
- Victoria Pérez Lizandra, on behalf of Intersindical Valenciana.
The agreement orders its publication in the Diari Oficial de la Generalitat Valenciana, a procedure that has been fulfilled with its insertion in issue number 10461.
The ratification unlocks the negotiated framework so that thousands of civil servants and contractual staff of the Generalitat can move to a 35-hour weekly workday, although its effective application remains pending an express agreement from the Consell. The text also extends the regime to contractual staff through the adhesion of the CIVE, which homogenizes the working conditions of both groups across all centers and units of the regional Administration.
