The Consell de Mallorca tenders a treasury deposit of 70 million

The Consell de Mallorca has opened the tender for an active treasury operation consisting of an available term deposit of 70,000,000 euros with a duration of 12 months. The call is published in the Official Gazette of the Balearic Islands (BOIB) no. 117, of September 19, 2026, in Section V (Announcements, Public Procurement), via edict 9344. The resolution was signed by the executive councillor of Finance, Innovation and Public Function, Rafael Ángel Bosch Sans, dated September 2, 2026.
The chosen procedure is an auction and the contractual figure is a contract for the opening of an available term deposit with prior notice. The accrual of returns will apply from the day the funds are transferred to the current account of the awarded entity; if this account does not exist, the entity commits to opening it within a maximum period of 24 hours from the award.
Regulatory framework and characteristics of the operation
The tender is framed within the regulations for local treasuries and treasury management:
- Royal Legislative Decree 2/2004, revised text of the Law regulating local treasuries: articles 197.1.d and 194.3.
- Law 47/2003, General Budgetary Law: article 108.
- Order ECE/417/2019, of April 3, where applicable.
- Law 9/2017, on Public Sector Contracts: article 10.
The fixed economic conditions are a total amount of 70,000,000 €, a term of 12 months, and a fixed annual interest rate with payment upon the maturity of the contract. The planned date for subscription is October 1, 2026, on a non-binding basis.
Participation requirements and risk distribution
Financial entities authorized by the Bank of Spain that can prove a minimum credit rating of Baa3 granted by MOODY’S INVESTORS SERVICE ESPAÑA S.A. may apply, and they must present the latest rating granted by this agency.
The risk distribution criteria are as follows:
- Entities with a rating equal to or lower than Baa1: may only offer a full contract amount of 35,000,000 €.
- Entities with a rating higher than Baa1: shall present two offers, one for 35,000,000 € and another for 70,000,000 €.
Award, availability and submission of offers
There will be a single awardee for the total amount or two different awardees for amounts equal to half of the total amount, depending on the best profitability of the combination of offers. In the event of a tie, priority will be given to the higher credit rating; if this coincides, to the entities that have signed the collaboration agreement for the cash service with the Consell de Mallorca; and, as a last resort, it will be resolved by draw.
The availability of funds requires thirty days’ notice and no penalty applies for early cancellation. Offers shall be submitted to the electronic registry of the Consell de Mallorca within five business days from the publication of the announcement in the BOIB, and the same resolution agrees to publish the tender announcement in this bulletin.
The operation mobilizes seventy million euros from the insular institution’s funds and opens a window of five business days for financial entities wishing to place liquidity for twelve months with the Consell de Mallorca, with a risk distribution that favors entities with better credit ratings.
