Por FactBox Admin

El Consell de Govern reescriu la plantilla funcionària de la Comunitat Autònoma

The Governing Council has approved the specific modification of the list of job positions corresponding to the civil servant personnel of the Administration of the Autonomous Community of the Balearic Islands. The agreement, adopted in the session of October 30, 2026, at the proposal of the Minister of Labor, Public Service and Social Dialogue, is published in the Official Gazette of the Balearic Islands (BOIB) no. 139, of October 31, 2026, Section III, page 60061, under order number 10985 and two annexes spanning nearly 65 pages. The text reorganizes positions in practically all ministries and autonomous bodies and establishes the coverage conditions for each position.

The modification is processed under articles 5.2.e), 31, and 91 of Law 3/2007, of March 27, on the public service of the autonomous community of the Balearic Islands. The project was drafted by the affected ministries in coordination with the Ministry of Labor, Public Service and Social Dialogue, and was reported and negotiated with the trade union organizations represented in the Sectoral Table for General Services in the session of October 22, 2026. The immediate precedent is the Agreement of the Governing Council of October 9, 2026, published in BOIB no. 130, which had already introduced a modification to the same instrument.

The annex is organized into proposals identified with PROP. codes, each of which indicates the ministry, the management center, and the affected unit, and distinguishes between modified job positions, newly created positions, eliminated positions, and the redistribution of positions between units. In total, the document contains around thirty proposals for the partial modification of the list of job positions.

Eight newly created positions

The newly created positions are distributed among autonomous bodies and management centers of various ministries:

  • Balearic School of Public Administration (EBAP): three section head positions (XVII, XVIII, and XIX), with a destination supplement of 25 and a specific supplement of 12,100.62 euros.
  • Balearic Institute of Infrastructure and Educational and Cultural Services (IBISEC): one head of the center energy efficiency department, level 30 and a specific supplement of 24,723.72 euros.
  • Employment Service of the Balearic Islands (SOIB): one head of the citizenship relations service and one additional service head.
  • Balearic Women’s Institute (IBD): one head of section IV, with one year of experience in educational management units, personnel administration, or auditing.
  • Department of Housing, Territory and Mobility: one head of the employment information and assistance service and one social worker.
  • Department of the Presidency, Coordination of Government Action and Local Cooperation: one head of editing and layout, with a course in advertising.
  • Higher Artistic Education of the Balearic Islands (EASIB): two auxiliary base positions, one senior technician position, and one library assistant position (proposal PROP.27480).

Requirements, bodies, and supplements

A good part of the adjustments do not alter the number of positions, but rather redefine the occupancy requirements: required qualifications, assignment to bodies and subgroups (A1, A2, C1, C2), destination supplement levels, years of experience, and Catalan language certificates, which for most new positions is set at level C1.

  • The Department of Tourism, Culture and Sports modifies positions in the Archive of the Kingdom of Mallorca and the General Secretariat.
  • The Department of the Sea and the Water Cycle adjusts positions for coasts and shorelines, such as the maritime transport technician.
  • The Department of Business, Self-Employed and Energy, the Department of Economy, Finance and Innovation, the Department of Health, the Department of Education and Universities, the Department of Agriculture, Fisheries and Natural Environment, and the Department of Families, Social Welfare and Dependency Care also present proposals.

One position suppressed and positions changing units

The annex includes the suppression of the position of head of the educational management service of the General Secretariat of the Department of Tourism, Culture and Sports, with destination supplement 26. Additionally, two redistributions move positions to the Balearic Agency for Digitization, Cybersecurity and Telecommunications: the head of business unit XXV, coming from the General Secretariat of Business, and auxiliary base positions with expansions 32 and 34, which move to the Base Positions Unit of this body.

Entry into force and appeals processes

The agreement enters into force the day after its publication, that is, on November 1, 2026, with one exception: proposal PROP.27480, relating to the EASIB, will do so on January 1, 2027. Against the agreement, which exhausts the administrative route, an optional appeal for reversal may be filed before the Governing Council within one month, and a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands within two months. The document is signed by the secretary of the Governing Council, Antònia Maria Estarellas Torrens, and the president, Margarita Prohens Rigo.

The modification directly affects the career options of all regional public employees: it changes the requirements to access and consolidate positions, alters the complementary remuneration assigned to each post, and establishes the mobility criteria between departments. For the unions and the affected personnel, it is, furthermore, the reference to be consulted for any provision call in the coming months, and for the departments, the framework that determines how many positions they can fill and with which profiles.
