The Comú of La Massana reshapes traffic regulations and reviews sanctions
Por FactBox Admin

The Comú de la Massana has approved the consolidated text of the Ordinance on the circulation of pedestrians and vehicles, which revises and reclassifies the regime of infractions and sanctions in the parish. The regulation was approved in the ordinary session of the Common Council on September 28, 2026, and is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 111, dated September 30, 2026, within the section of Ordinances and regulations. It enters into force the day after publication, October 1, 2026.
The consolidation responds to the specific modifications that the ordinance had accumulated in recent years and seeks to gather the content into a single text to facilitate its consultation and application. Within the framework of this revision, provisions relating to matters already regulated by the Traffic Code have been removed, and the classification of certain behaviors has been adjusted, with the reclassification of some infractions according to their nature and severity. The repealing provision nullifies the Ordinance on the circulation of pedestrians and vehicles of October 26, 2018, and its subsequent modifications.
The scope of application covers traffic, circulation, stopping, and parking on urban roads, secondary roads, and other spaces open to circulation within the parish boundaries. The text is signed by the general secretary, Laia Alonso Puig, by order of the Comú, and the senior consul, Eva Sansa Jordan.
Sanctions from 25 to 300 euros
The infractions specific to the ordinance are classified as minor, serious, and very serious, with the following amounts:
- Minor: fine of 80 euros, except for infraction D.11 (exceeding the time limit of the voucher), sanctioned with 25 euros.
- Serious: fine of 150 euros, except for infraction D.13 (parking in a limited-time zone without a voucher or without displaying it), sanctioned with 40 euros.
- Very serious: fine of 300 euros.
The competence to sanction corresponds to the Governing Board of the Comú, and an administrative appeal may be filed against the resolution before the same Board. If the infraction has caused damage to public assets or urban furniture, the resolution must provide for compensation. Persons not resident in the Principality who receive an infraction notice must establish a deposit equivalent to the amount of the fine or provide sufficient bail or a bank guarantee; otherwise, the traffic officer will immobilize the vehicle.
Parking, loading and unloading
The text establishes new schedules and conditions for regulated parking:
- Blue and green zones: for Andorran license plates, Monday to Saturday, from 9:00 to 13:00 and from 15:00 to 20:00 hours; for foreign license plates, Monday to Sunday, including holidays, during the same time slots. Outside these hours, parking is free.
- Loading and unloading: from 8:00 to 14:00 and from 15:00 to 20:00 hours, Monday to Saturday.
- Commercial zone: stay limited to fifteen minutes, from 7:30 to 14:00 and from 15:00 to 21:00 hours, Monday to Sunday.
- Electric or hybrid vehicles: two free hours daily, consecutive and single, in blue or green zones.
Parking for more than 48 consecutive hours in the same spot on a public road is prohibited, and immobilized vehicles that remain for more than 48 hours without the driver or owner appearing at the Traffic Service will be removed to the communal impound. A vehicle that spends more than thirty calendar days in the impound may be subject to an abandonment declaration procedure. It is also prohibited to park trucks, vans, and light commercials over 3.5 tons on public roads, as well as vehicles transporting dangerous goods on any road within the parish district.
Pedestrians, bicycles, and driveways
Children under 12 may travel on sidewalks with skates, scooters, skateboards, tricycles, and bicycles, under the responsibility of their guardian, without exceeding 10 km/h. Motorcycles, mopeds, and quads may not travel on sidewalks, promenades, or bike lanes, and bicycles must mandatorily use segregated bike lanes or reserved spaces, and park in designated areas, without tying them to trees, traffic lights, benches, or other elements of urban furniture.
Driveways are subject to a one-year communal license, automatically renewable, with an authorized width of no less than three linear meters and signage according to Annex I of the ordinance. The adaptation of the sidewalk and the corresponding lowering are the responsibility of the holder, who must also restore the sidewalk when the license expires or is revoked. The Comú may, additionally, temporarily restrict vehicle traffic in school zones to favor school transport.
The new ordinance organizes into a single text the rules affecting drivers, pedestrians, merchants, and driveway holders of the parish, and transforms the sanctioning regime into a more precise and graded framework. For users, the most visible changes are the payment schedules in blue and green zones, the two-hour limit for electric vehicles, and the removal of vehicles for prolonged parking.
