The edicts are published in La Gaceta No. 185 on Thursday, October 1, 2026, with official references IN202601125531 and IN202601125532.
The proceedings are processed under Article 59 of the Organic Law of the CFIA, Law No. 3663 of January 10, 1966, and its amendments, and the CFIA Regulation Governing the Procedures for the Application of Professional Ethics and its Patrimonial Effects. In both cases, the General Board of Directors fully accepted the reports from the Analysis and Verification Center and ordered the file to be sent to the Honor Tribunal to initiate the procedure and communicate the transfer of charges.
The company appears as an investigated party along with Arch. Adriana Ferro Gámez (A-10122) in files 1583-2024 and 1449-2025, and individually in 1299-2025. Its corporate ID is 3-101-704794.

The Honor Tribunal, established by agreement No. 15 of session 15-25/26-G.E. on March 17, 2026 (official letter JDG-0579-25/26), attributes to IDEPSA S.A. the failure to satisfy the refund obligations assumed on January 24, 2025, in the settlement agreement “Final Agreement Case 3028-2024” with its client Sergio Esteban Méndez Mora.

- Origin of the debt: dissolution of the private construction contract dated June 17, 2024, for two homes in San Ramón de Cartago, which were not completed due to a lack of water availability from the Costa Rican Institute of Aqueducts and Sewers.
The summons order INT-080-2026/1299-2025 was issued on June 30, 2026, at 11:07 hours. The oral and private hearing will be held on Thursday, November 26, 2026, at 9:00 hours.

Deadlines, defense, and a third open front
IDEPSA S.A. was granted a non-extendable term of twenty-one business days to respond in writing to the facts and offer exculpatory evidence. Ordinary appeals for revocation with subsidiary appeal may be filed against the resolutions, within a term of seven business days, and the company must designate a fax or email for notifications within the third business day.
The tribunals were composed of:
- Eng. Daniel Guzmán Ovares, Arch. Ricardo Fliman Wurgaft, and Eng. Rolando Herrera Quesada (case file 1299-2025).
- Arch. Ricardo Fliman Wurgaft, Arch. Etzia Mejía Ramírez, and Eng. Daniel Guzmán Ovares (case file 1583-2024).
A third case file, 1449-2025 (IN202601125538), follows the same route for project OC-1145755 and complainant Andrés Mauricio Corrales Quirós, with a hearing scheduled for Thursday, December 10, 2026.
The edicts are published because, according to official letters TH-414-2026, TH-415-2026, and TH-416-2026 from the Department of Honor Tribunals, it was materially impossible to notify the company. The resolutions warn that if the investigated party does not appear, the procedure will continue without their participation. For clients and companies in the construction sector, the case demonstrates the scope of the CFIA disciplinary regime over registered companies, which can lead to ethical and financial sanctions.
