The City Council designates three workshop operators as contractual staff

The City Council of Las Palmas de Gran Canaria has formalized the employment contracts as permanent labor personnel for three workshop operators of the Municipal Cleaning Service, after they passed the stabilization selection process. The decision is contained in the Resolution of the General Directorate of Human Resources number 32869/2026, dated September 22, published in the Official Gazette of the Province of Las Palmas number 115, dated September 25, 2026, section I, announcement 3.089. This act concludes the administrative process and is issued in execution of articles 43 and 45 of Law 39/2015, of October 1.
The hiring derives from the Extraordinary Public Employment Offer for the Stabilization of Temporary Employment of the Special Administration Body of the Municipal Cleaning Service, processed under the additional provisions 6th and 8th of Law 20/2021, of December 28, on urgent measures for the reduction of temporality in public employment. These are three positions for Workshop Operator, a category equivalent to group C, subgroup C2, filled through the competition system and with the configuration of a reserve list.
The file accumulates a processing time of nearly two years: the summary of the call was published in the Official State Gazette number 281/2024, dated November 21, 2024; the provisional list of admitted and excluded candidates was approved by Resolution number 1636/2025, dated January 24, 2025, and the final list by Resolution number 26498/2025, dated July 18, published in the BOP number 91/2025, dated July 30. The Qualifying Tribunal released the provisional scoring on May 25, 2026, and the final scoring, with a hiring proposal, on June 1, 2026.
The three workers and their assignments
The resolution formalizes the contract and assigns the three candidates to vacant positions in the current Job Position List, positions included in the 2026 personnel staff approved by plenary agreement on March 27, 2026 (BOP number 38, dated March 30, 2026):
- Jonás Alexis Ascensión García, position 1-2LAB-30-1, post GMF-L-52.
- Adexe Isidoro Díaz Reyes, position 1-2LAB-30-2, post GMF-L-53.
- Isaac Francisco Rodríguez Hernández, position 1-2LAB-30-3, post GMF-L-54.
The three were already providing services as non-permanent labor personnel in the same body, therefore the Administration classifies the operation as a contractual novation and not as a new hire.
Remuneration and employer contribution
The authorized expenditure for the period between September 15 and December 31, 2026, amounts to 29,787.54 euros, broken down into basic remuneration and other payments:
- Ascensión García: 4,659.72 euros in basic remuneration and 5,454.12 euros in other remuneration.
- Díaz Reyes: 4,475.06 euros in basic remuneration and 5,454.12 euros in other remuneration.
- Rodríguez Hernández: 4,290.40 euros in basic remuneration and 5,454.12 euros in other remuneration.
To this is added a second expense of 11,125.65 euros as an employer’s contribution in favor of the General Treasury of the Social Security (CIF Q28027003), with individual charges of 3,777.52, 3,708.55, and 3,639.58 euros respectively.
Reserve list and labor conditions
The resolution also approves the reserve list for the category, contained in Annex I, consisting of applicants with a score equal to or greater than 5 points and ordered by time worked in a similar position:
- Alvarado Machín, Santiago; Dávila González, Jordán David; Ortega Rodríguez, Carlos Manuel.
- Ramos Santana, José Luis; Viera Montesdeoca, Fidel; Dávila González, Yeray.
- González Yánez, José Manuel; Hernández Montesdeoca, Aarón; Pérez Peña, Manuel.
The contract is signed under code 100, “permanent full-time ordinary,” with a code change in the RED system and without subsequent termination or registration. The Administration exempts the three workers from the probationary period, set at thirty days by the service’s collective agreement, as they have already performed the same functions, and rules out any compensation as it is a conversion from temporary to permanent status.
Relevance
The publication closes the execution phase of three stabilization positions in a municipal service with a large staff and confirms the municipal criterion of resolving these processes through contract novation, without compensation and with an exemption from the probationary period. An appeal against the act may be filed before the Social Section of the Court of First Instance of Las Palmas de Gran Canaria within two months.
