The Santo Domingo City Council announces a job bank for cleaning services
Por FactBox Admin

The City Council of Santo Domingo de la Calzada has called for the creation of a temporary employment pool of Professional Groups for Cleaning Staff positions, with a validity of three years. The call is published in the Official Gazette of La Rioja number 204, dated October 22, 2026, in compliance with Mayoral Resolution number 2026-0616, dated October 19, 2026, and opens a period of ten calendar days to submit applications.
The regulation bears the signature of the Mayor-President, Raúl Riaño García, and is processed under case file number 202610200125101 under the official reference BOR-A-20261022-II–1176, within section II, Authorities and Personnel. The text occupies pages 17738 to 17744 of the gazette and outlines twelve bases plus an application annex.
A pool to cover leaves and transitory needs
The City Council justifies the measure based on the need to provide itself with “adequate material means and sufficiently prepared human resources” to provide its services. The pool is aimed at the area of Works and Services and intends to streamline the selection of applicants to cover temporary needs, subject to the principles of equality, merit, capacity, and publicity required by articles 23.2 and 103.3 of the Spanish Constitution and article 55 of the Basic Statute of Public Employees.
Calls will respond to vacancies until their definitive coverage, substitutions of permanent staff, accumulation of tasks, or execution of temporary programs. Hiring may be as temporary labor personnel or as an interim civil servant, full-time or part-time, and on a morning or afternoon schedule, depending on the needs of the service.
Ten calendar days to submit applications
The deadline for submitting applications is ten calendar days starting from the day following the publication in the Official Gazette of La Rioja. Applications shall adhere to the official model and be addressed to the Mayor, with two registration methods:
- In person at the General Registry of the City Council, Plaza España number 4, 26250 Santo Domingo de la Calzada, from 9:00 to 14:00 hours, Monday to Friday.
- Electronically through the municipal electronic office, attaching the application model from annex I.
The required documentation includes a copy of the DNI (ID)—or proof of legal residence for foreigners—, a responsible declaration of authenticity of documents (annex II), academic qualifications, and proof of the alleged merits. The requirements include, among others, being at least 16 years old, possessing a school certificate or equivalent, and not being disqualified from public employment.
Merit competition with up to ten points
The selection system is a merit competition, without a theoretical test, with a scale of ten points divided into two blocks:
- Professional experience: maximum 6 points, at a rate of 0.25 points for each full month worked or fraction exceeding 15 days in positions identical to the one offered, both in public administrations and private companies.
- Complementary training: maximum 4 points, with 2 points for courses directly related to the position with a duration of 8 hours or more, and 2 points for occupational risk prevention training from 20 hours, valued at 0.025 points per teaching hour.
The Evaluating Board will be composed of a president, the Secretary of the Corporation, and three members, with the second category provided for in Royal Decree 462/2002. In the event of a tie, priority will be given to the higher score in experience and then in training; if the tie persists, the tie-breaking letter established annually by the Government of La Rioja will decide.
Calls within 24 hours and causes for exclusion
Those who make up the pool must respond within a non-extendable period of 24 hours to the job proposal, communicated by email and telephone. Failure to answer or rejecting the offer entails automatic exclusion and the move to the next applicant. The position on the list is also lost for failure to formalize the contract within the deadline without justified cause, due to a report of lack of aptitude or low performance from the responsible department, and for disciplinary dismissal.
Accredited exceptions are admitted—illness or temporary disability, pregnancy, maternity or paternity, temporary services in another administration, or a current contract in the private sector—with supporting documentation provided within a maximum of five business days. Labor personnel shall be subject to the probationary period of Article 14 of the Workers’ Statute.
The pool will come into effect on the day of its approval by Mayoral resolution, and its constitution will extinguish the previous one. The call and its acts may be challenged in accordance with Law 39/2015, of October 1.
The creation of this pool offers a stable access route to local public employment in a region with few opportunities of this type: a ten-day deadline and a scale based on experience and training, without an exam, make the call a concrete opportunity for cleaning staff in the area.
