The Cortes City Council approves comprehensive protocol against workplace harassment

The City Council of Cortes has unanimously approved a protocol for the prevention and action in cases of workplace violence and harassment, which was published in Official Gazette of Navarre number 162, of August 18, 2026. The agreement was signed by the mayoress-president, María Concepción Ausejo Gómez, and was adopted in a plenary session of July 20, 2026, with official reference L2610249.

The protocol approved by the Navarrese council aims to comprehensively regulate the issue of harassment in labor relations, establishing a framework for action both for its prevention and for the rapid resolution of complaints. The document covers four types of harassment: psychological, sexual, on grounds of sex, and violence in the digital sphere, and is framed within current regulations on equality and protection of the fundamental rights of public employees.

The protocol is based on a broad regulatory framework that includes the Spanish Constitution of 1978 (Article 18.1, on the right to honor, privacy, and self-image), Royal Legislative Decree 5/2015 (consolidated text of the Basic Statute of Public Employees), and Foral Legislative Decree 251/1993 (Statute of Personnel serving the Public Administrations of Navarre).

Likewise, the regulation is supported by Organic Law 3/2007, of March 22, for the effective equality of women and men, which obliges public administrations to promote working conditions that avoid harassment and to establish specific procedures for its prevention and reporting. Royal Decree 901/2020, on equality plans, and Royal Legislative Decree 2/2015 (Workers’ Statute) complete the regulatory framework cited in the agreement.

Procedure: prior reports and favorable opinion

The approval of the protocol involved the participation of the social partners. The Negotiating Board of the city council, at a session held on July 7, 2026, was informed of and participated in the consideration of the protocol for action against sexual harassment, on grounds of sex, and on grounds of sexual orientation. Subsequently, the Informative Commission on Finance and Personnel issued a favorable opinion at its session of July 9, 2026.

The city council plenary gave the green light to the document at its session of July 20, with a unanimous vote from all political groups represented in the corporation, which underscores the institutional consensus around the fight against harassment in the workplace.

Publication and training obligations

Among the measures established in the agreement, the protocol includes the obligation to publish the document through three channels: the Official Gazette of Navarre, the municipal notice board, and the institutional transparency portal. The document also provides for training actions aimed at staff, in line with the provisions of Organic Law 3/2007.

The protocol is published in full on page 30012 of BON issue 162, together with the complete text of the approved document, which includes the legal considerations and the full rationale for the agreement. The Navarrese town council has also enabled a link on its electronic headquarters to facilitate consultation of the document by employees and the public.

The approval of this protocol represents a measure to strengthen the labor protection of public employees in the Navarrese municipality of Cortes, located in the Merindad de Tudela. The regulation establishes a clear framework for action that will make it possible to prevent, detect, and resolve situations of harassment in the workplace, guaranteeing the fundamental rights of workers serving the local administration.
